Summary of the contracting process

Stoke-on-Trent City Council is procuring construction works to improve 31 bungalows within Stoke-on-Trent. The requirement covers renewal of external cladding and roofing, installation of integrated meter box doors, associated external lighting, extraction fans and hard-wired smoke detection. It also includes repainting handrails and cleaning after completion. Asbestos removal is excluded from this contract and will be carried out by others. RMS is proposed to act as Principal Contractor and intends to appoint one contractor to deliver the works. This is a building repairs and maintenance project, principally suited to contractors with experience of external refurbishment, roofing, cladding and associated electrical or building services work in occupied or residential properties.

The procurement has reached tender: the council invited offers through a below-threshold open competition. Bids could be submitted electronically, with the buyer’s deadline set for 17 September 2026 at 12:00 noon UK time. There is one lot. The contract is planned to run from 1 April 2027 to 7 January 2028. Its estimated value is £632,500 excluding VAT, or £759,000 including VAT. The buyer describes the evaluation basis as below-threshold evaluation. RMS intends to appoint a single contractor, rather than divide delivery between multiple contractors. The successful supplier will therefore be responsible for coordinating and completing the specified bungalow improvement works within the stated contract period, while asbestos removal remains outside the scope.

This opportunity suits a construction or property maintenance contractor able to take responsibility for a coordinated residential refurbishment programme across 31 bungalows. Relevant capability includes cladding replacement, re-roofing, installation of meter box doors, external lighting, extraction fans and hard-wired smoke detection, together with handrail repainting and post-completion cleaning. Suppliers should be able to manage several related trades and deliver a complete package as the single appointed contractor, working alongside RMS as Principal Contractor. Experience of housing improvement or planned maintenance work would be directly relevant, particularly where contractors must sequence roof, façade, electrical, ventilation, fire-detection and finishing activities. Asbestos removal capability is not required for this package because that work will be undertaken by others.
