Summary of the contracting process

Herefordshire Council is seeking providers to engage with learners and deliver non-accredited tailored learning opportunities across Herefordshire. The programme is intended to support the council’s priorities and priority groups through education and training services. Delivery is for learners within the council’s area, with the opportunity focused on organisations able to design and provide suitable learning activities rather than accredited qualifications. The council may appoint more than one provider, allowing delivery to be shared between suppliers according to the ranking achieved and the budget available. Providers whose work supports local learners and priority groups, and which can offer flexible, tailored learning provision, are likely to find the requirement relevant. The buyer is Herefordshire Council, based in Hereford.

The procurement has reached tender: Herefordshire Council invited offers through an open, below-threshold competition. It is a single-lot services contract with an estimated value of £424,371 excluding VAT, or £509,245 including VAT. Questions had to be submitted by 9 September 2026 at 5:00pm, and the tender submission deadline was 16 September 2026 at 5:00pm. The initial contract period is 2 October 2026 to 1 October 2027, with the possibility of extending it by up to two further periods of up to 12 months each, subject to funding, governance and supplier performance; the maximum end date is 1 October 2029. Evaluation is based on quality at 48%, price at 40% and social value at 12%. Multiple contracts may be awarded sequentially by tender ranking, with possible partial awards and proportionately reduced delivery volumes and prices.

This opportunity suits education, training and community-learning providers able to engage learners effectively and deliver non-accredited, tailored learning activities in line with local priorities and priority groups. It is explicitly suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so smaller specialist providers and mission-led organisations may be well placed to compete. Suppliers should be prepared to demonstrate the quality of their proposed delivery, explain the social value they will create, and submit competitive rates and prices. The requirement may suit organisations with experience adapting learning to different groups and delivering proportionate volumes under a larger programme. Providers should also be able to maintain performance across the initial term and any funded extensions, while accepting that delivery may be divided between multiple contractors or reduced through a partial award.
