Summary of the contracting process

Together Housing Association Limited and its subsidiary organisations are seeking one supplier to provide and implement a fuel card solution for their fleet. The system is intended to give the housing group safe, compliant and efficient fuel purchasing, with accurate control and monitoring of fuel expenditure and support for cost reduction and service efficiency. The fleet includes panel vans, tipper vehicles, trailers, ride-on mowers, forklifts and a timber shredder. The purchase is fuel cards and their supporting solution (CPV 30163100). Delivery is in North West England. The buyer is Together Housing Association Limited, based in Halifax. The requirement is a single-supplier arrangement rather than separate contracts for different vehicle types or service areas.

The buyer invited offers through an open procedure. The tender submission deadline was 6 November 2026 at 23:59 UTC; the stated deadline for the award decision was 23 November 2026 at 23:59 UTC. The contract period is scheduled to run from 28 January 2027 to 27 January 2030, with an option to extend for up to two additional years in annual increments. The procurement is arranged as one lot. Evaluation gives 70% weighting to the Quality Questionnaire and 30% to the Pricing Matrix. The process is therefore suited to suppliers able to submit a quality response and pricing against the buyer’s matrix. Electronic submission is permitted, and bids are to be submitted in English.

This requirement is relevant to fuel card providers able to deliver a managed solution across a mixed operational fleet of approximately 500–550 vehicles, including around 400–450 panel vans and 72 tippers, as well as specialist equipment and trailers. Suppliers should be able to provide reliable controls and monitoring that give the buyer accurate visibility of fuel spend and help identify efficiencies. The system must support safe and compliant fleet operations and be flexible enough to accommodate vehicles using electric and plug-in hybrid power, alongside conventional fuel requirements. The planned fleet transition creates a need for a solution that can adapt as vehicle requirements change. The quality-led evaluation particularly favours suppliers able to evidence a strong, practical service proposal.
