Summary of the contracting process

Coastline Housing Limited intends to procure lift maintenance and associated services across its residential and communal housing portfolio in Cornwall. The work covers planned preventative maintenance, statutory servicing, emergency breakdown response, responsive repairs, component replacement, lift entrapment management and LOLER inspections or liaison with inspection bodies. It also includes asset condition surveys, lifecycle forecasting, replacement and refurbishment advice, modernisation proposals, energy-efficiency improvements, electronic reporting, certification and asset performance monitoring. The equipment includes approximately 19 passenger lifts, one wheelchair lift, one powered mobility lift, two through-floor lifts, two bath hoists, one training hoist and two fall-arrest systems. The purpose is to maintain safe, reliable and legally compliant access for residents, staff and visitors, while reducing downtime and improving customer service.

This procurement is at the planning stage and is not yet an invitation to tender. Coastline Housing is carrying out preliminary market engagement and expects responses by 11 September 2026. Suppliers are being asked to comment on the clarity and proportionality of the requirements, suitable contract duration and mobilisation period, service levels, operational risks, innovations, social value and the proposed procurement strategy. The planned contract period is 1 April 2027 to 31 March 2030, with an option to renew or extend to 31 March 2032. The estimated value is £250,000 excluding VAT, or £300,000 including VAT. The process is above threshold, intended to use a dynamic purchasing system, and currently comprises one lot. Further asset information is expected during the tender stage.

This will suit lift maintenance contractors with capacity to cover a geographically dispersed portfolio across Cornwall, including emergency call-outs and agreed response times. Relevant experience includes maintaining residential lift portfolios and delivering comparable contracts for social housing, local authorities or other public sector organisations. Suppliers should be prepared to support vulnerable residents during outages, work safely in occupied homes and provide qualified, competent and trained lift engineers. The buyer is likely to expect compliance with BS EN 81, applicable lift regulations and UK GDPR, supported by cyber-security and data-protection arrangements. Relevant industry accreditation, LEIA membership or an equivalent recognised body, appropriate health and safety accreditation, and public and employers’ liability insurance are expected. Preparation should also cover electronic certification, mobilisation planning, route optimisation, recycling, local skills and wider social value.
