Summary of the contracting process

The Bank of England is reviewing technology for financial crime transaction screening and monitoring. The requirement covers fraud prevention, sanctions screening, anti-money laundering and counter-terrorist financing controls across high-value domestic and cross-border transactions moving through multiple payment and messaging channels. The Bank is seeking information about current and emerging software solutions, together with possible deployment approaches, to identify unusual or anomalous customer activity and support the investigation and management of financial crime risks. This is a technology and IT services requirement, including software packages, information systems, consulting, software development, internet and support services (CPV 48000000 and 72000000). Delivery is expected across the United Kingdom. The buying organisation is the Bank of England, a central government public authority.

This procurement is at the planning stage and is currently a pre-market engagement exercise, not an invitation to tender. The Bank expects to use the information gathered to consider its future requirements, but has not committed to starting a competitive tender. The indicative total value is £5,000,000 excluding VAT and £6,000,000 including VAT. The planned contract period is 1 January 2029 to 31 December 2034. The Bank’s scheduled engagement milestone is 30 October 2026. Interested service providers were asked to send an expression of interest by email, including company and parent-company details, contact information and Cyber Essentials certificates. Providers passing this initial qualification are expected to receive a non-disclosure agreement before being invited to the engagement event.

This will suit suppliers that develop, implement or support financial crime transaction monitoring and screening systems for complex banking environments. Relevant capability includes monitoring customer activity across payment and messaging channels, detecting anomalous behaviour, supporting fraud prevention, sanctions screening and AML/CTF compliance, and providing investigation and case-management functions. Suppliers should be able to explain both established and emerging solutions and the deployment approaches available to a central bank serving domestic and international customers, government entities and systemically important financial institutions. The engagement requires company and UK parent-company details, contact information and evidence of Cyber Essentials certification before further participation. Successful pre-qualification is expected to lead to an NDA and then an invitation to the market engagement event, allowing suppliers to shape and prepare for a possible future procurement.
