Summary of the contracting process

Beyond Housing Limited is planning a passenger lift maintenance and repair service for the lifts in its housing stock. The service will cover scheduled maintenance and servicing, plus reactive call-outs and repairs for breakdowns and passenger entrapments. It will be delivered across the North East and North Yorkshire. The buyer is seeking a reliable provider with strong communication, a good front-line and back-office service, and the ability to support contract management. The arrangement will use a service level agreement and monthly monitoring of performance indicators. Beyond Housing expects to appoint one contractor, with the option of appointing an additional contractor if needed for continuity and resilience.

This is a planned procurement and preliminary market engagement, not an invitation to tender. Beyond Housing expects to issue the next notice on 1 September 2026. The buyer has scheduled market engagement with an expression of interest requested by 31 August 2026; this is an indicative engagement date rather than a tender deadline. The expected contract period is 1 April 2027 to 31 March 2029, with renewal available to a maximum end date of 31 March 2030. The published total estimated value is £280,000 gross in GBP, while the engagement notice describes an expected value of £95,000 per annum including VAT. There is one planned lot, and the procurement is for services.

The work should suit lift maintenance specialists able to provide both planned servicing and responsive breakdown, entrapment and repair support across a wide geographic area. Suppliers should be prepared to demonstrate dependable operational delivery, clear communication and strong customer-facing response arrangements. The buyer is looking for a client portal providing real-time updates and certification, or reliable electronic certification by another route such as email. Suitable providers should also be able to maintain accurate records, produce timely KPI and performance data, and attend contract management meetings. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, making it relevant to established regional firms as well as larger lift-service businesses.
