Summary of the contracting process

Beyond Housing Limited is seeking one contractor to maintain and service passenger lifts across its housing stock, including planned maintenance, servicing and reactive call-outs for breakdowns, people trapped in lifts and repairs. The service will cover the North East and North Yorkshire. The contract requires reliable front-line and back-office support, effective communication, electronic certification and, ideally, a client portal providing real-time updates and certification records. The contractor will attend contract management meetings and provide timely, accurate performance and KPI information. Service levels and monthly KPI monitoring will apply. The requirement is for lift maintenance services and passenger lift provision, classified under CPV codes 50750000 and 42416100.

The procurement has reached tender: Beyond Housing invited offers through an open procedure. There is one lot, and electronic submission is allowed in English through Beyond Housing’s e-procurement platform. The enquiry deadline is 2 October 2026 at 12:00, and the tender submission deadline is 14 October 2026 at 13:00. The initial contract period is 1 April 2027 to 31 March 2029, with renewal by mutual agreement for a further two years, subject to performance and compliance, potentially extending to 31 March 2031. The published gross estimated value is £380,000, while the lot value is recorded as AED 380,000; an earlier estimate gives £95,000 per year including VAT. Evaluation is 60% quality and 40% price.

This opportunity suits lift maintenance and engineering contractors able to provide both scheduled servicing and rapid reactive repairs for passenger lifts. Strong candidates will have the operational capacity to respond to breakdowns and trapping incidents across the North East and North Yorkshire, while maintaining dependable communication with residents and the buyer. The requirement favours suppliers with robust call-handling, field-service coordination, back-office administration and electronic certification processes. A client portal with real-time job updates and certification would be advantageous, although electronic certification by email is also contemplated. Suppliers must be able to participate in contract management meetings, supply accurate KPI and performance data regularly, and work to monitored service levels. The opportunity is identified as suitable for SMEs and VCSEs.
