Summary of the contracting process

Arc Property Services Partnership Limited intends to establish a multi-supplier framework for site setup and establishment works across the operational estate it manages for Nottinghamshire County Council and other customers. The services will support construction, maintenance and asset management activities at multiple sites. Scope includes site establishment and temporary works; minor temporary roads, paths, paving and parking, including maintenance, removal and reinstatement; decanting and recanting furniture and loose fittings; temporary security barriers, hoardings, fences and gates; protection of internal areas; general labour; and maintenance of minor roads, paths and paving. Work is expected mainly in Nottinghamshire, with additional locations in Derbyshire, South Yorkshire and Leicestershire. The framework will use NEC4 Framework Contract terms and support project-specific call-offs.

This procurement is at the planning stage and records an intention to procure, not an invitation to tender. The buyer expects a framework with up to two contractors, an initial two-year term from 31 May 2027 to 30 May 2029, with two possible one-year extensions to 30 May 2031. The structured estimate is £708,333.33 excluding VAT and £850,000 including VAT. The planning description states a total full-term value of £800,000 including VAT, so suppliers should clarify the applicable estimate when the procurement reaches the market. The buyer has scheduled informal video-based market engagement for 1 September 2026, including 20-minute one-to-one sessions, to discuss the upcoming opportunity, timescales, market capability, innovation, risks and costs.

The framework is likely to suit contractors experienced in enabling and temporary works on construction, maintenance or asset-management sites, particularly those able to mobilise labour, equipment and site-security measures across a geographically dispersed estate. Relevant capability includes preparing and maintaining temporary access routes, paving and parking; installing and removing barriers, hoardings, fencing and gates; protecting occupied or operational buildings; moving furniture and fittings; and supplying general site labour. Suppliers should be prepared to undertake work on an as-required call-off basis and collaborate with the client and other contractors. The buyer is looking for strong health and safety, regulatory compliance and service delivery, together with credible social-value contributions and practical support for carbon-reduction objectives.
