Summary of the contracting process

The Guinness Partnership Limited is procuring regional servicing, repair and installation contracts for domestic and communal mechanical, electrical and plumbing systems. The work includes heating, ventilation, air conditioning, heat recovery, laundry equipment, renewables as an option, automatic doors, gates and barriers, door entry, access control, CCTV, TV aerials, warden call, fall-arrest equipment, playgrounds, water pumps, drainage, septic tanks, rainwater systems, boreholes, cold-water tanks and associated pipework. Six regional lots cover the North West, Greater Manchester, Yorkshire, Nottinghamshire, Lincolnshire and Derbyshire; Home Counties, London and the South East; and the South West, with separate mechanical and electrical and plumbing lots. Delivery is across these areas in England, for housing properties managed by Guinness.

The procurement has reached tender: the buyer invited offers through an open Competitive Flexible Procedure. It has three stages, comprising conditions-of-participation assessment, invitation to tender and a possible negotiation stage. Enquiries closed on 8 September 2026 at 23:59, and tender submissions were due by 18 September 2026 at 12:00. The award decision is due by 2 March 2027 at 23:59. Contracts are scheduled from 7 June 2027 to 6 June 2032, with extensions allowing a maximum end date of 6 June 2042. Estimated gross lot values are £32.43m, £28.16m, £12.17m, £1.39m, £3.69m and £816,000 respectively. Evaluation is 60% quality and 40% cost. Suppliers may bid for all six lots, subject to the stated award limits.

This opportunity suits mechanical and electrical contractors, plumbing and water-services specialists, and suitably experienced multi-disciplinary housing-maintenance providers. Suppliers need sufficient financial standing, minimum turnover for each lot and combined turnover where bidding for multiple lots, together with the ability to secure the required insurance. Required certifications and competencies include ISO 14001 environmental management, ISO 9001 quality management, and NICEIC, NAPIT or ECA electrical accreditation. Depending on the lot and services offered, relevant requirements include F-Gas, DHF or ADSA, confined-spaces certification, Telecare Services Authority, RPII or equivalent, RoSPA and FASET. Supply-chain delivery is permitted, but the lead contractor must directly hold the ISO certifications and electrical accreditation. The buyer identifies the lots as suitable for SMEs.

The disciplines will include, but not be limited to, air conditioning, ventilation, laundry, renewables (optional), Door Entry, Automatic Doors, Barriers & Gates, Warden Call, CCTV, TV Aerials, BMS and Fall Arrest systems for Mechanical & Electrical contracts, and water, sewage and sump pumps, boreholes for Plumbing (water) contracts. This includes, but is not limited to: Air Conditioning Automatic doors, gates, barrier Door Entry, access control, CCTV Fall Arrest Equipment Playgrounds Laundry equipment TV aerials Ventilation and Heat recovery systems Warden Calls Renewables is included in the contract scope as an option and Plumbing related repairs may be requested if there is a site wide ME+P related failure.
