Summary of the contracting process

The City of London Corporation is planning construction of a new Police Training Facility at Hindmans Way, Dagenham Docks, London. The City of London Corporation is conducting preliminary market engagement to gather views on the proposed procurement approach, tender period, contract type, programme, key project risks and security-clearance requirements. Interested contractors are expected to request and return a questionnaire by 26 August 2026. The buyer may invite respondents to follow-up interviews or discussions in early September 2026. The planned works are expected to run from 1 July 2027 to 30 November 2028. The estimated value is £17.7 million excluding VAT, or £21.24 million including VAT. One planned lot is identified, and the works are above the applicable threshold.

This will suit construction contractors able to deliver complex, secure police or specialist training facilities, including substantial two-storey buildings, live-fire range infrastructure, ancillary operational buildings and external civil engineering works. Relevant experience is likely to be important: the market-engagement questionnaire specifically seeks information about contractors’ previous experience, as well as views on project risks, programme and contract arrangements. Suppliers with the organisational capacity to coordinate building, range, roadway, parking, electric vehicle and substation works may be well placed. The planned lot is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Security-clearance requirements are also being explored, so firms should be ready to explain their approach to secure project delivery and personnel clearance when the procurement reaches the market.

The proposals comprise a two-storey tactical firearms training facility of approximately 4,016m2 GIA, including a 50m range with 12 aisles, stores, plant rooms, loading area and associated ancillary hub building. The hub building will support the range and include locker/shower rooms, breakout space, meeting rooms, classrooms and offices. There is no armoury or secure ammunition store proposed. The project also includes a separate two-storey skills training house for non-live fire training, an external training roadway including a roundabout, associated parking including EV spaces, and a proposed substation. The facility is intended to provide firearms training for both the City of London Police and Essex Police.

Planning Information

The City of London Corporation is undertaking Preliminary Market Engagement (PME) to seek feedback from the market in relation to the proposed Police Training Facility at Hindmans Way, Dagenham Docks, London. Interested contractors are invited to participate in the PME by requesting a questionnaire from the contact detailed in this notice. Completed questionnaires should be returned by email by Wednesday 26th August 2026. The questionnaire seeks feedback on relevant experience, the proposed procurement approach and tender period, contract type, programme, key project risks and security clearance requirements. Following review of the questionnaire responses, the City may invite interested contractors to participate in follow-up interviews/discussions in early September 2026.
