Summary of the contracting process

The Education Training Collective is procuring unified communications and mobile services, with telecommunications services covering Teams telephony functionality. The revised requirement extends telephony access beyond the originally identified dedicated users to approximately 700 college users, supporting a wider user base and the College’s operational and user requirements. Delivery is in the United Kingdom. The buyer is The Education Training Collective, based at Stockton Riverside College in Thornaby. This is a service contract for organisations able to design, supply, configure and support business communications and mobile telephony integrated with Microsoft Teams. The requirement is relevant to telecommunications operators, unified communications providers, Microsoft Teams telephony specialists, managed service providers and systems integrators with the capability to support a college-wide user population.

The buyer has invited offers through an open procedure, and the procurement has reached the tender stage. This is a revised tender launched after the previous tender was terminated because the Teams telephony specification required significant revision and the scope increased to approximately 700 users. Questions may be submitted until 4 September 2026 at 17:00, and tenders are due by 14 September 2026 at 16:00. The award decision period ends on 28 September 2026 at 23:59. The overall estimated value is £210,000 excluding VAT and £252,000 including VAT. The single lot is recorded as AED 210,000 excluding VAT and AED 252,000 including VAT. The contract is scheduled for 1 October 2026 to 30 September 2029, with two possible 12-month renewals extending to 30 September 2031. Evaluation is 70% quality and 30% price.

This opportunity suits suppliers with proven capability in unified communications, Microsoft Teams telephony, mobile services, service integration and ongoing technical support. Bidders should be able to extend telephony access across an organisation of approximately 700 users, including users whose needs go beyond dedicated telephony functionality. Strong service design and implementation experience will be important because the revised specification responds to operational and user requirements identified during evaluation of the earlier tender. The 70% quality weighting means suppliers should demonstrate a robust, user-focused solution, dependable service management, implementation planning, technical support and the capacity to operate the service throughout the initial contract and potential renewals. It is particularly relevant to established telecommunications providers, Teams specialists, managed service businesses and systems integrators able to deliver at institutional scale.

Unified Communications and Mobile Services - Revised

Notice Description

This is a revised version of the tender ETCP-2026-0038. Following evaluation of the tender responses, it has become apparent that the original Teams Telephony specification requires significant revision to ensure that the proposed solution meets the College's operational and user requirements. The original specification identified 350 direct dial users and was primarily focused on users requiring dedicated telephony functionality. Further consideration during the evaluation process has identified a requirement to extend Teams telephony functionality to a wider user base, with approximately 700 users requiring access to telephony functionality. Due to this change and increased scope we felt the appropriate action was to terminate the previous tender and launch a revised version, this tender is the revised version.
