Summary of the contracting process

Worcestershire County Council is seeking providers of furnished, two- or three-bedroom accommodation for care leavers and families with children under 18 who have no recourse to public funds. The accommodation is intended for people requiring council support, including unaccompanied asylum-seeking young people before their leave-to-remain status is decided and care leavers who need help with housing and living costs. The service could accommodate up to 18 young adults and/or six families, across Worcester City, Redditch and Kidderminster. Homes should be close to good transport links, schools, colleges and other community services. The requirement is for housing and short-stay furnished accommodation services, delivered in the named Worcestershire districts.

The Council has invited tenders through an open competitive flexible procedure. Bids are assessed in two stages: the first assesses the Procurement Specific Questionnaire and quality and price, with successful suppliers shortlisted for site visits in the second stage. The enquiry deadline was 20 November 2026 at 16:00, and the tender submission deadline was 3 December 2026 at 16:00. The contract is planned to run from 1 April 2027 to 31 March 2032. The estimated total value is £1,704,504 excluding VAT (£2,045,405 including VAT). The work is divided into three district lots: Worcester City, Redditch and Kidderminster. For each lot, price accounts for 65% of the evaluation and quality for 35%.

This opportunity is suited to accommodation providers able to supply furnished two- or three-bedroom homes in Worcester City, Redditch or Kidderminster, with access to transport, schools, colleges and community services. Providers may offer housing for young adults, families, or both; the overall requirement spans up to 18 young adults and/or six families, so suppliers should consider which district and client group they can serve. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable. Competing suppliers need to address both the pricing schedule and the quality assessment, and shortlisted bidders will take part in site visits. The requirement is therefore relevant to organisations with suitable local housing and the capacity to provide furnished accommodation for vulnerable residents.
