Summary of the contracting process

National Museums NI sought a specialist supplier to conserve four maritime vessels in its collections: Mary Joseph, Children’s Hope, The Fancy and The Result. The work covers conservation of each vessel, with The Result divided into two phases. Mary Joseph and Children’s Hope were to be tackled first; work on The Fancy and The Result was scheduled to begin later. Phase 2 for The Result depends on available budgets and National Museums NI’s operational requirements. This is a specialist museum conservation service involving historic maritime collections and vessel preservation. The work is for National Museums NI and is to be delivered in the United Kingdom.

The buyer invited tenders through an open procedure. The procurement has since been cancelled because no tender submissions were received. It was a single contract rather than separate vessel lots. The estimated contract value was £400,000 excluding VAT (£480,000 including VAT), reflecting possible optional extensions and services; the buyer gave no guarantee of business volume. The contract was scheduled to run from 20 October 2026 to 19 October 2029, with an option for two further 12-month periods and a maximum extent to 19 October 2031. Questions were due by 11 September 2026 at 15:00 and tenders by 22 September 2026 at 15:00. Evaluation weighted service delivery 28%, contract management 21%, implementation 21% and total cost 30%.

This requirement suits conservation firms with specialist maritime and vessel-restoration expertise, particularly those able to demonstrate ICON accreditation at ACR status or an equivalent. The buyer selected a single-contract approach because the work across all four vessels calls for coordinated delivery and consistent conservation quality, and because suitably skilled and experienced contractors are in limited supply. Suppliers would need the capability and capacity to plan work across vessels with different start points and to manage phased delivery, including a later phase dependent on the buyer’s budget and operational needs. Tender assessment placed most weight on service delivery, contract management and implementation, alongside price. Small and medium-sized enterprises were considered suitable to compete.
