Summary of the contracting process

Ofcom is exploring spectrum monitoring solutions for its future monitoring capability. The requirement is for equipment and associated services covering modern spectrum monitoring systems, software platforms, remote operation, automated alerting, spectrum data storage and retrieval, direction-finding integration and analytics. The scope is intended to support current operational work and future evidence-led spectrum management, rather than simply replace existing equipment on a like-for-like basis. The procurement is primarily for telecommunications equipment and supplies, with telecommunications equipment maintenance also identified (CPV 32500000, 32522000 and 50330000). Delivery is expected across the United Kingdom. Ofcom is the buying organisation and is using the engagement to inform its Spectrum Monitoring Strategy and Systems Review, strategic options, investment cases and any future procurement.

This is an early planning exercise and preliminary market engagement, not an invitation to tender. Ofcom is gathering market views through a questionnaire and may hold discussions with interested suppliers to shape its procurement strategy. The buyer expects to publish a subsequent notice around June 2027. The future equipment budget is anticipated to be between £5 million and £20 million, gross, in GBP. The planned procurement has one lot and an expected contract period from 1 June 2028 to 31 May 2033. Suppliers wishing to contribute to the engagement are expected to submit the completed questionnaire by 12 noon on 23 September 2026. The procurement is above the relevant threshold and is currently at the planning stage.

This engagement will suit suppliers with established spectrum monitoring, telecommunications and radio-frequency engineering capabilities, particularly those able to offer integrated hardware, software and supporting services. Relevant strengths include software-based monitoring platforms, remote and distributed operation, automated detection and alerting, secure spectrum data storage and retrieval, analytics, and integration with direction-finding systems. Suppliers should be prepared to explain how their solutions support both operational monitoring and longer-term evidence-led spectrum management, including possible approaches to delivery and future capability development. It may suit specialist technology providers, systems integrators, equipment manufacturers, software developers and maintenance partners, including smaller businesses and voluntary, community or social enterprises able to contribute relevant expertise or collaborate in delivery. This is an opportunity to inform the requirement before any future competition.

This will inform the ongoing Spectrum Monitoring Strategy and Systems Review, future strategic options, potential investment cases and future procurement considerations. The focus of this engagement is therefore not simply replacement of existing equipment on a like-for-like basis. Ofcom is seeking to understand the market for modern spectrum monitoring capability, including software-based monitoring platforms, remote operation, automated alerting, spectrum data storage and retrieval, direction-finding integration, analytics, and options that could support both current operational work and future evidence-led spectrum management. We anticipate a budget range for future equipment to be between PS5m - PS20m.

The purpose of this preliminary market engagement (PME) questionnaire is to seek input from market participants to inform and help us inform our procurement strategy. The PME will provide Ofcom with the opportunity to obtain insight into the available Spectrum Monitoring solutions on the market, how potential Suppliers might approach delivery of the good(s)/service(s) in question and gain an understanding of the capability/interest from the market. This PME will be in the form of a questionnaire, and possibly some discussion between the Ofcom Project Team and interested Suppliers.
