Summary of the contracting process

Woven Housing Association Ltd is seeking a developer-led social housing scheme in West Belfast, Northern Ireland, within the Northern Ireland Housing Executive area. The appointed supplier must provide suitable land, design the scheme, construct the homes and ensure completion. The requirement is for a substantial development of between 100 and 150 housing units, preferably on one site, although adjacent sites may be considered. The work covers site preparation, building construction and architectural or related services. The completed scheme must meet the Department for Communities Housing Association Guide, Woven Housing Association’s requirements and the requirements of relevant statutory bodies. The buyer is a public undertaking based in Belfast, and the procurement is categorised as works.

The procurement has reached tender: the buyer invited offers through a selective competitive flexible procedure. It may include a request-to-participate stage, an invitation-to-tender stage, potential negotiations and a potential final tender stage; the contract may be awarded at the invitation-to-tender stage. Expressions of interest were due by 18 September 2026 at 23:59, and enquiries were accepted until 11 September 2026 at 12:00. The contract is planned to run from 1 March 2027 to 1 March 2030. Its estimated value is £35,000,000 excluding VAT and £42,000,000 including VAT. The buyer expected an award decision by 15 January 2027 at 23:59. There is one lot, evaluated 60% on quality and 40% on price. Electronic submission in English is allowed via etendersni.gov.uk.

This opportunity suits developers and landowners able to bring forward a complete social housing development rather than supply a single construction trade. Strong bidders will need control of, or access to, an appropriate site in West Belfast, together with the capability to provide design, planning and architectural services, site preparation, construction and completion. They must coordinate the full development lifecycle and demonstrate that their proposals can satisfy housing association requirements, the Department for Communities Housing Association Guide and statutory body requirements. The scale and integrated nature of the scheme favour suppliers with sufficient development, construction and project-management capacity, and with experience delivering multi-unit housing schemes on one site or across adjacent sites.
