Summary of the contracting process

City & County of Swansea is procuring environmental improvement works at properties in West Cross, Swansea, under the Welsh Housing Quality Standard. The work covers upgrading boundary and party-wall fencing, gates, clothes lines, paths and hedges, including associated garden landscaping, footpath surfacing and foundations. The requirement is construction and external property improvement work, with opportunities to visit completed and planned properties alongside the project management team. It is divided into two lots: Lot 1 covers 69 houses, while Lot 2 covers 27 houses and 10 blocks of flats. Contractors may tender for either or both lots, but a supplier can be awarded only one lot. The opportunity is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The process has reached tender: the council invited offers through a below-threshold open competition. Enquiries were due by 14 September 2026 at 12:00, and tenders were due by 21 September 2026 at 12:00. Electronic submission was allowed. Lot 1 was valued at £830,682.93 excluding VAT, or £996,819.52 including VAT, for work from 19 October 2026 to 31 March 2027. Lot 2 was valued at £449,017.80 excluding VAT, or £538,821.36 including VAT, for work from 19 October 2026 to 25 January 2027. Offers were evaluated on price at 70%, with quality criteria covering technical capability, project specifics, stakeholder engagement, supply-chain and subcontractor management, and compliance with the CDM Regulations 2015.

This suits contractors experienced in housing or property improvement projects involving fencing, gates, clothes lines, hedges, garden landscaping, paths and footpath construction. Bidders need to demonstrate technical capability and an understanding of the specific project, including how they will manage work across occupied or recently completed residential properties and engage with stakeholders. The evaluation also tests arrangements for managing the supply chain and subcontractors, together with compliance with the Construction (Design and Management) Regulations 2015. The two-lot structure allows a supplier to pursue a package matching its delivery capacity, although only one lot may be awarded to any tenderer. Firms able to offer competitive pricing alongside these quality and compliance capabilities are best placed to compete.
