Summary of the contracting process

Mid Devon District Council procured a leisure services mobile app as part of its digital transformation programme. The app supports customer bookings through integration with the council’s Leisure Management System, which is provided by OpenPlay, and offers a native member experience. Required functionality includes bookings, push notifications, an in-app message centre and potential advertising income generation, while remaining compliant with GDPR. The requirement covers software and information systems, alongside software development services (CPV 48000000 and 72262000). The app is intended for the council’s leisure services and their customers, with delivery across Devon. This is a technology services opportunity for suppliers able to provide or integrate customer-facing leisure applications with an established leisure management platform.

The procurement is complete and was awarded following a direct below-threshold procedure without competition. There was one completed lot. Mid Devon District Council awarded the contract to WV24031 - Leisure App, an SME, on 1 February 2025. The contract was signed on 1 February 2025 and runs from 2 February 2025 to 1 February 2029. Its value is £27,560 excluding VAT, or £33,072 including VAT. The contract is active. The selected supplier was OpenPlay’s preferred native member-app integration for bookings, and the council stated that its existing app did not integrate with OpenPlay or provide the required functionality. The award therefore reflects a specified integration-led solution rather than a competitive evaluation of multiple app providers.

This procurement shows that Mid Devon District Council’s leisure operation requires a specialist customer-facing app linked to its Leisure Management System. A credible future competitor would need proven experience delivering native membership or leisure applications, particularly booking functionality and reliable integration with OpenPlay or comparable leisure-management platforms. The requirement also favours suppliers able to support two-way customer communications through push notifications and an in-app message centre. Experience with GDPR-compliant handling of customer data would be important, as would the ability to operate and develop a live service for leisure customers. Commercial capability around in-app advertising may become relevant as the council explores income generation. The incumbent’s SME status indicates that this scale of requirement can suit a focused specialist rather than only a large systems integrator.

Notice Title

WV24031 - Leisure App

Notice Description

The app forms part of the digital transformation project for Leisure. Following a full tender process the Leisure Management System has been awarded to OpenPlay and integrations with third parties is now fully known. OpenPlay's preferred app integration is Innovatise who are the only native member app that exists for bookings. The Leisure services current app does not integrate with OpenPlay nor does it have the functionalities that the Innovatise app will offer both the service and customers. The app has the ability to communicate via push notifications, with a message centre inside the app, and the ability to generate income via advertising which we will look further in to in the future whilst remaining fully GDPR compliant.
