VIVID Housing Ltd is seeking contractors to replace and refurbish roofs across its residential housing stock and associated assets, as part of a planned programme to improve housing quality, resident satisfaction and asset performance while meeting relevant legal, regulatory and industry standards. The work is roofing and associated specialist construction. It is divided between northern areas including Basingstoke, Guildford and Aldershot, and southern areas including Portsmouth, Southampton, Winchester and Eastleigh, with surrounding locations in both areas. The programme is for VIVID’s housing portfolio across its geographical operating areas. The contract is intended to operate as a Qualifying Long-Term Agreement.

VIVID invited offers through a two-stage competitive flexible procedure under the Procurement Act 2023. The enquiry deadline was 6 November 2026 at 12:00, and the bid deadline was 20 November 2026 at 12:00. The intended award decision date was 22 January 2027. Each of the two lots has an estimated value of £28 million excluding VAT (£33.6 million including VAT); the contract-wide estimate is £56 million excluding VAT (£67.2 million including VAT). Each lot is planned to run from 17 February 2027 to 14 February 2031, with a renewal option described as one renewal. Bidders may apply for both lots but can receive only one; one contractor is to be appointed per lot. Quality carries 60% and price 40% of the evaluation. An economic selection criterion gives a threshold of £8 million.

The opportunity suits established roofing contractors able to deliver planned replacement and refurbishment across residential properties and related assets, and to work across a geographically spread housing portfolio. VIVID intends to appoint two experienced contractors, one for each area, so suppliers can focus their delivery capacity on either the north or south rather than being awarded both. Suppliers should be equipped to demonstrate strong quality as well as competitive pricing: quality is the larger part of the evaluation, with price also assessed. The contract will cover the delivery of planned roof replacement and refurbishment works to residential properties and associated assets across VIVID's geographical operating areas. The programme is expected to support the continued improvement of housing quality, resident satisfaction, and asset performance while ensuring compliance with all relevant legislative, regulatory, and industry standards. The proposed contract will be established as a Qualifying Long-Term Agreement (QLTA).

Lot Information

Lot 1 - North (Basingstoke, Guildford, Aldershot and surrounding areas)

This contract will be split into 2 Lots to cover our geographical operating area as detailed below. Bidders can submit for both Lots however, if successful, will only be awarded a maximum of 1 Lot. 1 contractor will be awarded a contract under each of the Lots. Lot 1 covers North - (Basingstoke, Guildford, Aldershot and surrounding areas)
