Provision of Human Resources, Payroll and Finance Solutions and Associated Services
Notice Description
The Northern Ireland Assembly Commission is considering the future provision of its Human Resources (HR), Payroll and Finance systems and associated services. The potential requirement is expected to support a broad range of HR, Payroll and Finance functions, including employee and manager self-service, financial management, payroll, pensions, recruitment and onboarding, workforce management, purchasing and payment processes, reporting and management information. Associated services may include implementation, configuration, data migration, integration, testing, training, software licensing or subscription, ongoing support and maintenance. At this stage, the Assembly Commission has not determined a preferred technical solution or delivery model. Preliminary market engagement is being undertaken to understand available market solutions, delivery and implementation approaches, commercial models and indicative costs, and to inform the Business Case and any subsequent procurement. Planning Information
The preliminary market engagement will comprise a written questionnaire followed by individual one-hour Microsoft Teams engagement sessions with respondents. Suppliers are invited to complete and return the PME questionnaire by 7 September 2026. Following review of responses, individual supplier engagement sessions are expected to take place during the last two weeks of September 2026. The sessions will provide an opportunity to explore responses in further detail and discuss available solution and delivery models, implementation approaches, commercial considerations, indicative costs and other matters relevant to the development of the Assembly Commission’s requirements. Participation in the engagement is voluntary and will not form part of the evaluation of any subsequent procurement exercise. Further details and arrangements for the individual engagement sessions will be provided to respondents following closure of the written PME.
