Summary of the contracting process

The Northern Ireland Assembly Commission is considering services to replace or renew its human resources, payroll and finance systems. The scope is expected to cover employee and manager self-service, financial management, payroll, pensions, recruitment and onboarding, workforce management, purchasing and payment processes, reporting and management information. Associated services may include implementation, configuration, data migration, integration, testing, training, software licensing or subscription, ongoing support and maintenance. This is a business software and IT services requirement, including human resources, enterprise resource planning, accounting and software support. Delivery will be for the Northern Ireland Assembly Commission in Belfast, Northern Ireland. The buyer has not yet chosen a technical solution or delivery model, so suppliers able to offer different platforms and implementation approaches may be relevant.

This procurement is at the planning stage: the Assembly Commission has stated an intention to procure, but has not issued an invitation to tender. It is carrying out voluntary preliminary market engagement through a written questionnaire followed by individual one-hour Microsoft Teams sessions. Suppliers are expected to return the questionnaire by 7 September 2026, with engagement sessions expected in the last two weeks of September 2026. The discussions will explore market solutions, delivery and implementation models, commercial considerations, indicative costs and related requirements, and will inform the business case and any later procurement. The anticipated contract period is 1 April 2027 to 31 March 2028, with renewal potential extending to 31 March 2038. The estimated value is £3,000,000 excluding VAT, or £3,600,000 including VAT.

The future requirement is likely to suit established suppliers of integrated HR, payroll and finance software, enterprise resource planning platforms, and associated implementation and support services. Relevant capability includes configuring complex business systems, migrating and protecting organisational data, integrating systems, testing deployments, training users and providing ongoing maintenance and support. Suppliers should be able to demonstrate delivery models that can accommodate the Assembly Commission’s broad functional needs, including payroll and pensions, recruitment, workforce management, purchasing, payments and management reporting. The market engagement is intended to compare available solutions, implementation approaches, commercial models and indicative costs, so providers with more than one viable technical or delivery model may be well placed to contribute. Participation will not form part of the evaluation of any subsequent procurement exercise.
