Summary of the contracting process

Public Services Delivery Scotland (PSD Scotland), on behalf of NHS Scotland, is procuring a Service Integration and Management (SIAM) service for selected national digital services supporting health and care across Scotland. The prime contractor will provide single accountability for end-to-end delivery, service integration and performance, managing subcontractors, dependencies, Authority teams and other providers. The scope covers services and applications supporting primary and community care, national screening and child health, plus other services identified in the tender documents. Depending on the service, work may include application support, maintenance, development, infrastructure, platforms, integrations, data services and IT service management. The requirement is intended to replace arrangements under the National IT Contract and maintain continuity during transition.

The procurement has reached tender: PSD Scotland invited suppliers to submit responses electronically through a selective competitive procedure with negotiation. The tender submission deadline set was 25 September 2026 at 17:00. The contract is for an initial seven years, with options to extend by three years and then two years, giving up to 12 years in total. Its estimated value is £180 million for the full term, including extension periods. The process uses two selection stages: compliance, exclusion, financial standing and technical ability checks, followed by three mandatory case studies and six scored project-specific questions. At least three of the highest-scoring suppliers are intended to be invited to submit an initial tender, with successive reduction applied.

This opportunity suits an established technology services prime contractor able to take end-to-end responsibility for complex, business-critical NHS digital services. Suppliers need strong service integration, IT service management, application and infrastructure support, software and platform engineering, cyber security, resilience, regulatory compliance, data portability, knowledge transfer and transition capability. The successful contractor must coordinate subcontractors and other providers while working with retained Authority teams, and support later modernisation after stabilisation. Mandatory financial requirements include turnover of at least £60 million per year for the most recent three full financial years and profitability at group level over the last three years. Required or obtainable cover includes employer’s liability, public liability, professional indemnity and product liability insurance. ISO/IEC 27001 and Cyber Essentials Plus certification are required.

PSD Scotland intends to procure a Service Integration and Management contract for the transition, stabilisation and continued delivery of selected national digital services supporting health and care across Scotland. The successful supplier will act as prime contractor and provide a single point of accountability for end-to-end service delivery, integration and performance. The supplier will also be responsible for the management of any subcontractors and dependencies with other providers and Authority teams. The initial priority will be to maintain continuity and stabilise these business-critical services as they transition away from the existing National IT Contract, while establishing a strong foundation for subsequent improvement and modernisation.

PSD Scotland intends to procure a Service Integration and Management contract for selected national digital services supporting clinical, operational and administrative functions across NHS Scotland. The procurement will establish replacement arrangements for services currently delivered under the National IT Contract, which is due to expire on 31 March 2028. The principal objective is to maintain uninterrupted delivery of these business-critical services throughout transition and thereafter. The anticipated scope includes services and applications supporting Primary and Community Care, National Screening and Child Health, together with other services confirmed in the procurement documents. Depending on the requirements of each service, the contract may include application support, maintenance and development, as well as the associated infrastructure, platform, integrations and data services. IT Service Management capabilities are also required for end-to-end operation. The detailed application scope, service boundaries and allocation of responsibilities will be defined in the tender documentation. The successful supplier will act as the prime contractor, providing a single point of accountability for the contract. The supplier will be expected to coordinate its subcontractors and work effectively with the Authority's retained teams and other internal and external providers. Service continuity will take precedence during the initial transition, followed by stabilisation to address supportability, resilience, cyber security, regulatory compliance and technical-debt risks. Once services have been stabilised, the supplier will support proportionate and staged modernisation through software and infrastructure engineering practices. Intended outcomes include: -Secure, compliant and resilient services -Clear and measurable service performance -Visibility of costs and dependencies -Improved value for money The supplier will also be expected to support knowledge transfer, effective service ownership, data portability and robust exit arrangements, reducing long-term supplier dependency and preserving future competition. The Authority will retain accountability for strategic direction, governance, business outcomes and service ownership throughout the contract.

Renewal: The intention is to award an initial 7 year award with the option to extend for a further 3 + 2 years (12 years in total)
