Summary of the contracting process

National Energy System Operator Limited is procuring interim capability services to continue licensing and support for two critical business processes: Connections and Skip Rates. The work uses the Palantir Foundry platform and covers software-related services, information systems and data services. It supports NESO’s customer-facing operations and regulatory responsibilities while a future strategic modelling capability is developed. Delivery covers the United Kingdom, including England, Scotland and Wales. The requirement is for a supplier able to maintain an existing data analytics environment, provide specialist platform support and preserve continuity of services. The buyer is a public undertaking responsible for national energy system operations. The procurement is therefore relevant to technology providers with expertise in enterprise platforms, data analytics, operational support and regulated energy-sector environments.

The procurement is complete and the contract was awarded by direct award to Palantir Technologies UK, Ltd. on 25 August 2026, under the Procurement Act 2023’s technical-reasons route where competition is absent. The award covers one lot and is valued at £17,700,270 excluding VAT (£21,240,324 including VAT). The contract period runs from 8 September 2026 to 31 July 2027, with a possible maximum extension to 31 July 2028. Extensions may be made in six-month increments to maintain continuity and support transition from the services. The award is above threshold. A signature milestone was scheduled for 8 September 2026, following a standstill period ending on 7 September 2026. The award rationale cites proprietary architecture, specialist knowledge and transition risks.

This award indicates sustained demand from NESO for specialist enterprise technology and data services supporting critical energy operations. Competitors seeking similar work should be able to operate and support complex data analytics platforms, manage proprietary or highly integrated architectures, and maintain business continuity in a regulated environment. Credible suppliers would need strong expertise in data modelling, information migration, security accreditation, data quality and regulatory compliance, together with the ability to support customer-facing services without operational disruption. Experience of Connections, Skip Rates or comparable energy-sector processes would be relevant, as would capability in analytical transparency, decision support and AI-enabled innovation. Suppliers should also be able to manage transition from incumbent technology, including redevelopment or replacement of legacy environments and training for buyer personnel.

Notice Title

NESO Interim Capability

Notice Description

National Energy System Operation (NESO) intends to award an Interim Capability agreement to Palantir Technologies UK Limited (Palantir) for continued licencing and support for Connections and Skip Rate related activities

Procurement Information

It is considered that the contract can be awarded directly in accordance Section 41 of the Procurement Act 2023 paragraph 6 (absence of competition for technical reasons) of Schedule 5. NESO currently runs two critical business processes - Connections and Skip Rates using the Palantir Foundry platform which is underpinned by proprietary architecture licensed exclusively by Palantir, Palantir possesses the specialist knowledge, technical expertise and the system knowledge required to maintain and support the solution effectively. Transitioning to an alternative supplier is not possible without significant cost, resource commitment and delivery risk to meet regulatory obligations. It would require the replacement of or significant redevelopment of the current data analytics environment, including migration of data, security accreditation of the replacement solution to the required standards, and training of NESO personnel. A contract will be put in place to enable continuity of the existing critical platform services whilst a competitive procurement is undertaken. A Pre Market Engagement notice for the strategic modelling capability has been published. Disruption to the platform or associated services would impact the operational continuity of NESO's customer facing services and NESO's ability to fulfil regulatory requirements
