Summary of the contracting process

Castles and Coasts is setting up a multi-supplier framework for legal services across England. The five service areas are land and development, housing, corporate and commercial, treasury and loans, and employment and pensions. Work includes advising on acquiring homes from developers, rents and service charges, housing compliance, governance and social-housing regulation, loan and finance documents, and pension-related employment matters such as restructuring and staff transfers. The framework is intended to support the organisation’s legal needs across these areas. Suppliers can apply for one, several or all service areas; the buyer expects to appoint between one and three suppliers to each. This is a legal services opportunity, rather than a purchase of goods or construction works.

The buyer invited offers through an open procedure for a framework, with submissions permitted electronically in English. The enquiry deadline was 25 September 2026 at 12:00 BST. The original expression-of-interest deadline was extended from 1 October to 6 October 2026; the submission deadline is 6 October 2026 at 12:00 BST. The buyer set 30 October 2026 as the end of the award period. The framework is planned to run for an initial 36 months, with an option to extend by a further 12 months. Its estimated value is £3 million excluding VAT (£3.6 million including VAT), with £600,000 excluding VAT (£720,000 including VAT) allocated to each of the five service areas. Evaluation for every area weights quality at 70% and price at 30%.

This opportunity suits law firms and specialist legal practices able to advise a housing provider across one or more of the five disciplines; small and medium-sized businesses are identified as suitable across the lots. Relevant expertise includes acquiring section 106 or bulk-purchase homes from developers; advising on rents, service charges and compliance; corporate governance and the Regulator of Social Housing’s Governance and Financial Viability Standard; and reviewing or amending lending and finance agreements. The employment and pensions work calls for pension-scheme and employer-responsibility advice, including consultations, restructuring, TUPE transfers, redundancy and organisational change, as well as liaison with pension administrators or scheme advisers. Suppliers should be prepared to demonstrate strong service quality, which carries substantially more evaluation weight than price. The multi-supplier arrangement offers firms the option to compete for the areas matching their expertise, rather than having to cover the full range.

CCHA intends to appoint between one and three suppliers to each Lot. Bidders may apply for one, several or all Lots. The Framework will run for an initial 36 months, with an option to extend for a further 12 months.

t is anticipated that the following services will be required during the course of the contract: Corporate Governance Advice The Supplier shall provide comprehensive governance support, including but not limited to: Advice on governance structures, board and committee arrangements, and best practice frameworks. Interpretation and application of the Regulator of Social Housing's Governance and Financial Viability Standard.

Treasury and Loans.

It is anticipated that the following services will be required during the course of the contract: Amending and restating existing facility agreements Reviewing and providing comments on the discussion document or initial heads of terms as well as the final heads of terms; Reviewing, commenting and reporting on and finalising the finance documents (including a restated facility agreement, restatement agreement and a fee letter) which will be prepared by the lender's lawyers; Taking instructions from C&C and answering any queries we may have;

Employment and Pensions.

It is anticipated that the following services will be required during the course of the contract: Pension Advice Advice on pension related employment and HR matters, including interpretation of pension scheme rules, employer responsibilities, compliance, consultations and implications for employment decisions. Support relating to pension implications in restructuring, TUPE transfers, redundancy, or organisational change. Liaison support with external pension administrators or scheme advisors, where required.
