Summary of the contracting process

Devon County Council sought a contractor to process textile waste collected by local authorities across Devon and Torbay. The work covers the recycling and disposal of Local Authority Collected Waste textiles, including processing material for onward sale and recycling. The contract supports the county-wide waste partnership between Devon’s eight district councils and Torbay Council, which coordinates joint recycling services and aims to secure economies of scale. This is a waste and textile recycling services opportunity, classified under refuse recycling services and textile waste. Delivery is required across Devon and Torbay. The council is the contracting authority and buyer, acting on behalf of the local authority partnership. The requirement arose because the existing textile-processing arrangement was due to expire.

The procurement reached tender: Devon County Council invited offers through a below-threshold open competition, with electronic submissions accepted through the Supplying the South West procurement portal. The tender was subsequently cancelled because no bids were received, terminating the procurement. The enquiry deadline was 7 September 2026 at 12:00 and the tender submission deadline was 11 September 2026 at 12:00. The estimated value was £100,001 excluding VAT, or £120,001.20 including VAT. There was one lot. The intended contract period was 2 November 2026 to 31 March 2029, with extensions totalling up to a further two years, potentially until 31 March 2031. Evaluation was based on price at 60% and quality at 40%. Bidders had to satisfy the authority’s conditions of participation set out in the tender documents.

This opportunity suited specialist textile-recycling and waste-processing businesses able to receive, sort, process and recycle textiles collected through local authority services across Devon and Torbay. Suppliers needed the operational capacity to handle material from a county-wide partnership and to provide a dependable processing route for collected textile waste. Commercial experience in recycling services, waste handling, material recovery and the sale or onward management of recovered textiles would be relevant to the requirement. The procurement was identified as suitable for small and medium-sized enterprises, making it potentially accessible to established regional operators as well as larger waste-management groups. Competitors also needed to demonstrate that they met the authority’s conditions of participation and could deliver the required service throughout the contract term and any agreed extension period.

Notice Description

As a Waste Disposal Authority (WDA) DCC is responsible for the disposal of waste that the District Councils of Devon collect, known as Local Authority Collected Waste (LACW). DCC works in partnership with all 8 District Councils in Devon as well as the unitary authority of Torbay. The partnership, known as DASWC (The Devon Authorities Strategic Waste Committee), consists of representatives at both officer and councillor level from all Devon District Councils and Torbay Council. The role of the committee is to promote recycling across the county, and to fund small projects by the pooling of funding. It also co-ordinates joint county wide contracts for paper, glass and textiles and thereby allowing each authority to achieve a better deal through economy of scale. The current contract for the processing of the Local Authorities Collected textile waste will expire and therefore will require re-tendering. This contract has been generating an income to DASWC members from the sale of the waste material.
