Summary of the contracting process

North Lanarkshire Council is planning a large-scale programme to supply, deliver and install replacement domestic kitchens in occupied Council housing across North Lanarkshire. The work is classified as fitted-kitchen installation and includes kitchen furniture and equipment, refurbishment, internal building fittings, joinery, and related repair and maintenance of building installations. The programme is intended to improve kitchens throughout the Council’s housing stock while accommodating the practical requirements of working in occupied homes. The Council is the public-sector buyer and is seeking views from contractors and supply-chain organisations that understand social housing, planned maintenance and the delivery of housing improvement programmes at scale.

This process is at the planning and preliminary market-engagement stage, not a call for competition. The Council is using a Prior Information Notice and Request for Information to assess market capacity, supply-chain capability, contract structures, mobilisation, risks and innovation before deciding its procurement strategy. It has not settled whether to use an existing framework or a future open-market procurement. The current indicative investment is approximately £65 million, covering the period from 2027/28 to 2030/31. The Council expects the next notice to be published on 5 October 2026. Feedback may influence the eventual delivery model, contract packaging, lotting and programme requirements.

This engagement will suit contractors experienced in social housing, planned maintenance and the supply and installation of domestic kitchens, including firms able to work safely and efficiently in occupied properties. Relevant capability is likely to include programme mobilisation, resident-facing delivery, kitchen design and supply, installation, joinery, refurbishment, building-fittings work, repairs and maintenance, and management of supporting supply chains. The Council welcomes organisations of all sizes, so smaller and specialist businesses may contribute alongside larger contractors, manufacturers, installers and potential delivery partners. Suppliers should be ready to explain their capacity, resource availability, supply-chain resilience, delivery risks, innovative approaches and preferred contract or framework arrangements when the future procurement is developed.

Notice Title

Housing Kitchen Replacement Programme

Notice Description

North Lanarkshire Council is undertaking preliminary market engagement in relation to a proposed Supply and Install Kitchen Replacement Programme across its Council housing stock. The Council is planning a significant programme of investment for the supply, delivery and installation of replacement domestic kitchens within occupied Council properties. The current indicative investment profile is forecast to be approximately 65 million GBP over the period 2027/28 to 2030/31. Through this Prior Information Notice (PIN) and accompanying Request for Information (RFI), the Council wishes to engage with contractors, to gain a better understanding of current market capacity, supply chain capability, contract structures, mobilisation requirements, and innovation opportunities associated with the delivery of large-scale housing kitchen replacement programmes. The Council is aware of a number of national framework arrangements currently operating within the marketplace and of the various procurement routes available under the Public Contracts (Scotland) Regulations 2015. At this stage, no decision has been made regarding the preferred procurement strategy or route to market. The Council may consider a range of options including existing frameworks or a future open market procurement. The purpose of this exercise is to gather information that will help inform the Council's future procurement strategy and delivery approach. The Council is particularly interested in obtaining feedback on market capacity. This PIN is issued solely as a market engagement and information gathering exercise. It does not constitute a call for competition, a commitment to procure, or a commitment to award any contract.
