Summary of the contracting process

Sandwell Metropolitan Borough Council is commissioning a comprehensive Gambling Harms Needs Assessment and support to develop a local Gambling Harms Strategy across Sandwell. The work is a social research service (CPV 79315000) covering all age groups, gambling behaviours in different communities, the local gambling landscape, and harms linked to online and in-person gambling. It must examine effects on affected others, including families, carers and communities, and explore links between ethnicity, racism, inequality and gambling-related harm. The scope includes qualitative research, mapping existing services and pathways, identifying gaps and priority populations, and producing an evidence-based strategy and delivery plan to inform commissioning, prevention and partnership activity.

The procurement has reached tender: the council invited offers through a below-threshold open competition. It is one lot, with electronic submission allowed through the council’s procurement portal. Questions had to be submitted by 11 September 2026 at 13:00, and offers by 18 September 2026 at 13:00. The contract is scheduled to run from 19 October 2026 to 31 March 2027. Its estimated value is £65,000 excluding VAT, or £78,000 including VAT. Evaluation is based on 60% quality and 40% price. Quality comprises content and project delivery at 20%, experience at 15%, knowledge at 15% and social value at 10%.

This opportunity suits research organisations, public health consultancies and specialist gambling-harm providers able to combine population-level analysis with detailed qualitative research. Bidders should understand gambling behaviours and harms across communities, online and in-person gambling, affected others, inequalities, ethnicity and racism, and barriers to support. The work calls for experience in stakeholder engagement, service and pathway mapping, identifying unmet need and priority populations, and turning evidence into practical strategy and delivery recommendations. Suppliers need to align recommendations with national guidance, including the Office for Health Improvement and Disparities menu of interventions, while responding to local system priorities. The council identifies the requirement as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.
