Summary of the contracting process

West Whitlawburn Housing Co-operative Limited is procuring comprehensive passenger lift maintenance, servicing, reactive repair and associated renewal works for its lift portfolio. The requirement covers planned preventative maintenance, statutory compliance support, emergency call-outs, lift entrapment response and repairs needed to keep passenger lifts safe, reliable and operational. The contractor must provide a 24-hour, 365-day emergency response service throughout the contract. This is a lift-maintenance and repair services opportunity, classified under CPV 50750000, with additional repair and maintenance services. The buying organisation is based in Cambuslang, Glasgow. Community benefits form part of the requirement, including a contribution under the attached community benefits clause. The services are intended for the Co-operative’s housing-related lift installations and associated equipment.

The procurement has reached tender: the buyer invited offers through an open procedure. Bids were to be submitted electronically in English, with the deadline set for 30 September 2026 at 12:00. The contract is initially for 36 months, with two possible single-year extensions at the Co-operative’s discretion, giving a maximum period of five years. The estimated total value is £600,000. Evaluation is based on cost of service at 60% and quality at 40%. There is one lot, and variant bids are not allowed. The procurement requires suppliers to follow the ITT, SPD and price-quality method statement and scoring evaluation. Bids must remain valid for 90 days after the submission deadline, and the contract includes electronic ordering and payment arrangements.

This opportunity suits established lift maintenance contractors able to deliver both planned and reactive services across a portfolio of passenger lifts. Suppliers need the technical capability to support statutory compliance, preventative maintenance, emergency call-outs, lift entrapment incidents, repairs and renewal works. The requirement calls for round-the-clock, year-round emergency attendance, so bidders need suitable operational coverage, trained personnel and the capacity to respond reliably outside normal working hours. The buyer requires staff names and qualifications, and technical and suitability requirements are set out in the ITT and SPD. Businesses should be able to demonstrate a strong quality-controlled service, effective performance management against KPIs and the resources to manage a potentially extended multi-year maintenance arrangement. Community-benefit commitments also form part of delivery.
