Summary of the contracting process

Kirklees Council intends to procure fit-out works for a new Food Hall forming part of the Our Cultural Heart regeneration programme and the redevelopment of the former Queensgate Market in Huddersfield. The scope includes food vendor kiosks, associated mechanical, electrical and plumbing services, distribution infrastructure, catering equipment and white goods. It also covers lower-ground-floor freezer and cold-store facilities, a feature bar with bespoke furniture, general finishes and decoration, and potentially minor alterations and builders’ works to the base build. This procurement is at the planning stage: Kirklees Council has stated an intention to procure and has not yet invited tenders. The Council is carrying out preliminary market engagement, asking interested contractors to submit expressions of interest, feedback and questions through YORtender by 15 September 2026. It expects the eventual tender to be published through Atamis. The planned contract period for the single lot runs from 29 January 2027 to 30 April 2027. The estimated gross value is £2,000,000, inclusive of applicable taxes, and the procurement is below the relevant threshold. Contractors able to manage several specialist trades and integrate installations with an existing base build are likely to be well placed. Experience of food halls, markets, hospitality, retail or similar public-facing premises would be directly relevant. The Council is seeking suitably qualified contractors to inform the future procurement.
