Summary of the contracting process

Leicester City Council is considering an end-to-end void property management service covering repair, refurbishment and associated works. The service would prepare empty residential properties for occupation, minimise turnaround times, improve property standards, maintain regulatory compliance and deliver value for money. The council’s housing stock includes houses, flats and maisonettes, sheltered housing, supported accommodation, acquired properties and homes of non-traditional construction. Work would be delivered across the council’s housing stock in Leicester. This is a works requirement, including refurbishment activity, rather than a standalone supply or consultancy contract. The council is seeking views from experienced contractors and service providers on how an integrated service could be delivered, including the market’s capacity, capability, potential innovation and possible commercial models.

This process is at the planning stage and is a pipeline and pre-market engagement exercise, not an invitation to tender or a call for competition. Leicester City Council expects any resulting procurement to have a total possible duration of four years, with the initial planned contract period from 1 March 2027 to 28 February 2029 and an extension possibility to 28 February 2031. The estimated value is £17.25 million excluding VAT, or £20.7 million including VAT. It is planned as one lot and is above the applicable threshold. The council expects a subsequent notice on 2 November 2026. Market feedback is sought through a questionnaire, with engagement scheduled to conclude on 28 September 2026.

The engagement is relevant to contractors and service providers able to manage void residential properties through a comprehensive, integrated service. Suitable organisations are likely to combine property repairs, refurbishment and associated works with end-to-end coordination, quality control and compliance management. Experience across varied housing types would be useful, including houses, flats and maisonettes, sheltered housing, supported accommodation, acquired properties and non-traditional construction. The council is specifically exploring suppliers’ capability and capacity to reduce void turnaround times, improve property standards and maintain regulatory compliance at scale. It is also interested in innovative delivery approaches and alternative commercial models. Small and medium-sized enterprises are identified as suitable for the planned lot, so established specialists and capable partnerships may wish to prepare for a future procurement.
