Summary of the contracting process

Skills Development Scotland Ltd is buying occupational health, employee assistance and related wellbeing services for its workforce in Scotland. The requirement covers eight service and supply areas: work-focused medical assessments, fitness-for-work advice, workplace adjustments and health surveillance; a 24/7 confidential employee assistance service; specialist psychological therapies; manager support and coaching; neurodiversity assessments; neurodiversity coaching and training; reasonable-adjustment equipment and ergonomic kits; and assistive-technology software with training. The services include clinical assessment, counselling, practical advice, workplace recommendations, awareness activity, support for managers and provision of equipment or software. Occupational health is focused on medical and work-capability advice, while specialist therapies are called off following an EAP or management recommendation.

This procurement has reached tender: the buyer invited offers through an open procedure, with electronic submission in English. It is arranged as a framework with up to 21 participants and eight lots; suppliers may bid for the lots relevant to their offer, and variants are not allowed. The total estimated value is £460,000 excluding any stated tax treatment. The tender deadline is 5 October 2026 at 12:00. The evaluation and bid opening are scheduled for 5 October 2026 at 12:00. Each lot has a contract duration of 1,440 days, with a two-year initial term and the option of two further 12-month extensions at Skills Development Scotland’s discretion. Quality carries 70% and price 30%.

This opportunity suits occupational health providers, employee assistance and counselling organisations, psychological therapy practices, neurodiversity specialists, workplace coaching and training providers, occupational equipment suppliers, and assistive-technology companies. Relevant capability includes qualified practitioners able to deliver workplace-focused assessments and recommendations, clinical triage, CBT or trauma-focused therapy, confidential 24/7 counselling, and practical wellbeing advice. Other suitable suppliers will have experience supporting managers, delivering neurodiversity adjustments, training individuals or teams, supplying ergonomic equipment, or implementing specialist software for disabled and neurodivergent employees. The framework also suits businesses able to provide structured call-off services, collaborate with internal communications teams, analyse service uptake, and support delivery across Scotland. Suppliers should be prepared to demonstrate their eligibility against the tender documents.

Notice Description

Provision of Occupational Health, Employee Assistance Programme and Associated Services

Lot Information

Occupational Health (OH) Services

Work-focused medical assessments, advice on fitness for work, adjustments, health surveillance, and case-specific clinical guidance for SDS management. Note: OH will focus strictly on medical and capability advice in a workplace context or mandated work-related intervention (e.g. drug & alcohol counselling) and not be expected to provide general counselling or non-medical interventions, unless the provider is successful in multiple lots.

Renewal: 2 year with the option to extend for a further 2 x 12 month extension period at the discretion of SDS

Employee Assistance Programme (EAP)

24/7 confidential counselling and advice for employees (and immediate family members as industry-standard, typically age 16+ dependents). Includes short-term counselling (phone/online/in-person) and practical advice (legal, financial, family, etc.), plus structured clinical triage to identify cases requiring other interventions (e.g. specialist therapy or OH referral). Communications & Engagement Support - proactive collaboration with SDS's internal Communications to drive awareness and appropriate usage of the service (e.g. campaigns, uptake analysis, content for staff communications).

Renewal: 2 years with the option to extend for a further 2 x 12 months at the discretion of SDS

Specialist Psychological Therapies

e.g. Cognitive Behavioural Therapy (CBT), trauma-focused counselling, or other structured interventions beyond short-term EAP counselling. These are delivered via call-off following EAP or management recommendation (not automatically bundled into the core EAP fee).

Renewal: 2 years with the option to extend for a further 2 x 12 month extension periods at the discretion of SDS

Manager Support Service

A non-clinical advice and coaching helpline for SDS managers dealing with difficult people situations (e.g. supporting staff with mental health issues, sensitive conversations, crisis support). Distinct from EAP, this service is intended to provide managers with practical guidance, coaching and emotional support when dealing with challenging workplace situations involving the wellbeing of employees. It is not a source of HR, legal or procedural advice and must not direct managers on employment decisions or formal people management processes. Responsibility for policy interpretation, case management and employment decisions remains with SDS.

Renewal: 2 years with the option to extend for 2 x 12 month extension period at the discretion of SDS

Neurodiversity Assesssments

Specialist evaluations of employees potentially neurodivergent, with workplace-focused recommendations, delivered by qualified practitioners, separate from OH.
