Summary of the contracting process

Imperial War Museums is procuring a personnel screening service for Disclosure and Barring Service checks. The requirement covers a secure online solution for candidate registration, data capture, identity verification, right to work checks, candidate communications, secure hosting, information retention and deletion, and reporting to the museum. It must support basic and enhanced DBS screening, candidate submission of identification documents, international checks for people who have lived, worked or studied outside the UK, and share-code checks for eligible international passports outside the UK and Ireland. The service will be delivered across the United Kingdom. The procurement is categorised as personnel and recruitment assessment services, including assessment centre services.

The process reached tender: Imperial War Museums invited offers through a below-threshold open competition. It has one lot. Questions could be submitted by 25 September 2026 at 4:00pm, and offers were due by 5 October 2026 at 12:00pm. The contract period is 1 January 2027 to 31 December 2030, with an extension available at the museum’s discretion until 31 December 2031. The estimated value is £88,750 excluding VAT, or £106,500 including VAT, including the extension. Evaluation is based on cost and pricing at 30%, contract management and account support at 20%, data protection and information security at 20%, service capability and coverage at 15%, and user experience and performance management at 15%.

This opportunity suits suppliers of DBS screening, employment vetting, recruitment assessment or related personnel compliance services, including small and medium-sized enterprises. Strong candidates will be able to provide and operate a secure online platform that manages the full screening journey, from registration and identity-document upload through to reporting. They will need capability in basic and enhanced DBS checks, identity verification, right to work processes delivered with an appropriate third-party partner, and international screening, including relevant passport share-code checks. The evaluation gives substantial weight to data protection and information security, contract and account management, service coverage, user experience and performance management, so suppliers should be equipped to demonstrate reliable operational support, accessible candidate processes and effective information governance.
