Summary of the contracting process

Affinity Water Limited is seeking a supplier for corporate clothing, branded workwear, role-specific uniforms, personal protective equipment and related safety products (CPV 18100000: occupational clothing, special workwear and accessories). The requirement covers general and specialist PPE such as safety footwear, high-visibility clothing, gloves, head, eye and hearing protection, weatherproof clothing and sun protection. It also includes inclusive sizing, female-specific PPE, maternity wear, lightweight and seasonal options, branding and personalisation, fitting and wearer trials, online ordering integrated with the buyer’s procurement system, stock and fulfilment services, delivery, returns, replacement arrangements, sustainable sourcing, recycling, secure disposal, reporting and account management. Goods will be supplied across Affinity Water’s operational area in the South East of England.

The procurement has reached tender: Affinity Water invited suppliers to express interest through a selective competitive flexible procedure. Suppliers must register on the buyer’s electronic procurement portal and confirm their intention to participate by 24 September 2026 at 12:00. Shortlisted suppliers will then receive the selection questionnaire and may be invited to submit a tender, attend clarification meetings, negotiate and provide a best and final offer. The estimated value is £900,000 excluding VAT, or £1,180,000 including VAT. There is one lot. Evaluation is 70% commercial and 30% technical. The contract is planned from 1 September 2027 to 31 August 2032, with an option to extend by up to five years, to a maximum end date of 31 August 2037. Award is due by 1 June 2027.

This opportunity suits established workwear, corporate clothing and PPE suppliers able to provide a broad catalogue for operational and corporate teams. Strong candidates will need product knowledge across protective clothing and equipment, including safety footwear, high-visibility garments, gloves, head, eye and hearing protection, weatherproof clothing and inclusive ranges. The requirement also favours suppliers with branding, embroidery, printing, fitting, sizing support, sampling and wearer-trial capability. Operational capacity is important: suppliers must be able to manage stock, fulfil orders, handle deliveries, returns and replacements, and provide an online ordering solution with punch-out catalogue integration. Experience of sustainable sourcing, recycling, secure disposal of branded garments, management information, expenditure reporting and performance monitoring will also be relevant.
