Summary of the contracting process

Supply Chain Coordination Limited intends to procure reusable and consumable products for minimally invasive surgery across multiple clinical specialties in the United Kingdom. The scope covers robotic-assisted surgery, natural orifice transluminal endoscopic surgery, gynaecological endoscopy and uterine ablation, advanced energy, ligation, surgical stapling, and selected products for multispecialty open surgery. Potential product areas include clips and clip appliers, energy devices, stapling devices, single-use and reusable instruments and consumables, trocar systems, rigid scopes, robotic consumables, procedure kits, and maintenance of minimally invasive surgery equipment. This procurement is at the planning stage and is being developed through preliminary market engagement; it is not an invitation to tender. The buyer expects to use a framework agreement, with the proposed contract value of £700,000,000 excluding VAT and £840,000,000 including VAT. The scope is expected to be divided into lots, although the proposed lot list may change. The published plan currently identifies an initial lot for clips and clip appliers, with a two-year contract period expected from 12 February 2029 to 11 February 2031 and a possible extension to 11 February 2033. Supplier engagement includes a webinar before the end of September 2026, workshops and meetings from October 2026 to April 2027, and a future notice expected on 1 September 2027.

The procurement will suit manufacturers, distributors and specialist service providers supplying minimally invasive surgery products, robotic surgery consumables, endoscopic equipment, surgical instruments, procedure kits or associated maintenance. Businesses with experience across clinical specialties, product development, technical support and medical-device supply chains should be able to contribute to the market engagement. The buyer plans to issue registered suppliers a request for information, followed by draft specifications and product lists, and will use one-to-one meetings and collaborative workshops to explore capability, innovation, sustainability, product rationalisation and simpler requirements. The identified lot is expressly suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Suppliers should prepare product, capability and tender-process information before the competition is launched.

The scope of this procurement activity covers reusable and consumable products used in minimally invasive surgery, robotic assisted minimally invasive surgery and natural orifice transluminal endoscopic surgery (NOTES) supporting multiple clinical specialties. In addition, the scope includes Gynaecological endoscopic surgery and uterine ablation, advanced energy, ligation, surgical stapling and select products used in multispecialty open surgery not exclusive to abdominal surgery. This procurement will be divided into Lots, the list of lots below is subject to change, Lot 1 - Clips and Clip Appliers Lot 2 - Advanced Energy Based Devices Lot 3 - Surgical Stapling Devices Lot 4 - Single Use Minimally Invasive Surgery Instruments, Devices and Consumables Lot 5 - Reusable Minimally Invasive Surgery Instruments, Devices and Consumables Lot 6 - Trocar Systems & Accessories Lot 7 - Gynaecological Endoscopy and Uterine Ablation Lot 8 - Rigid Scope & Accessories Lot 9 - Robotic Consumables & Accessories Lot 10 - Minimally Invasive Surgery Procedure Kits Lot 11 - Maintenance of Minimally Invasive Surgery Instruments and Equipment

Pack to include, o MIS3 Product List and Spec – provide feedback as a starting point for discussions o RFI - to provide Category team with information to make an initial assessment of Supplier To be sent after Supplier Webinar • Supplier Lessons Learnt Sessions – Hold in person group session(s) to understand reasons for suppliers' errors on MIS3 submissions – October 2026 • Customer Focussed Sessions – Hold in person group session(s) to understand the Customer voice on MIS3 Framework and what they want from MIS4 – October 2026 • Supplier one-to-one Meetings – In person / Teams Meetings will be used to, o Gain supplier insight on MIS market, assess capability, investigate innovation and sustainability initiatives, provide opportunity to discuss strategy (rationalisation, NPM removal / simplification etc) October 2026 – April 2027 • Supplier Workshops (smaller groups) – Collaborative working groups utilised to help create Product List / Specification and tender requirements - October 2026 – April 2027 • Supplier Events – In person Supplier events used to, o Category Led - provide updates on strategy and tender development, and promote further engagement Multiple Events to be held between November 2026 and April 2027 • Sourcing Led – provide suppliers with insight and education on the process of submitting a tender – May 2027 – April 2027
