Summary of the contracting process

East Midlands Housing Group intends to procure a single contract for reactive and planned repair and maintenance services, supporting its internal maintenance team. The services will cover approximately 22,000 properties across the East Midlands for EMH Housing and Regeneration and EMH Care and Support. The group is also considering including properties managed for four rural housing associations in Leicestershire, Northamptonshire, the Peak District and Warwickshire, which would add approximately 1,700 properties. The work is classified as repair and maintenance services. The buyer is East Midlands Housing Group, based in Coalville, Leicestershire. Suppliers should consider whether they can deliver a broad housing maintenance service across the East Midlands and potentially support rural housing stock.

This procurement is at the planning stage: East Midlands Housing Group has stated an intention to procure but has not yet invited tenders. The buyer expects the invitation to tender to start on 1 February 2027, with the procurement process expected to run through Delta eSourcing. A supplier survey is scheduled to close on 25 September 2026 and is intended to inform the project. The planned contract is a single lot, with an anticipated term from 1 October 2027 to 30 September 2033 and a possible extension to 30 September 2037. Its estimated gross value is £800,000,000. The procurement is above the relevant threshold. Suppliers must register with the Supplier Registration Service to be eligible for a public contract.

The planned contract is likely to suit established housing, property and facilities maintenance providers able to deliver both reactive repairs and planned maintenance at substantial scale. Relevant suppliers will need the operational capacity to support around 22,000 homes across the East Midlands, with a possible additional requirement covering around 1,700 rural properties in Leicestershire, Northamptonshire, the Peak District and Warwickshire. Experience coordinating maintenance for housing organisations and supporting an internal maintenance team would be directly relevant. Suppliers should use the market-engagement survey to explain their capabilities and help shape the requirement before tendering begins. Businesses considering participation should also prepare their Supplier Registration Service and Delta eSourcing registrations in advance.
