Summary of the contracting process

Dundee City Council is procuring a multi-supplier framework for surveying and treating problems in domestic properties, including dry and wet rot, woodworm infestation, mould and dampness. The services are delivered in Dundee and cover building surveying, remedial and refurbishment work, waterproofing, repairs and maintenance, disinfection and mould remediation. There are three lots: surface treatments for condensation, dampness and mould excluding fogging; invasive treatments and investigation; and mould-treatment fogging. The council intends to appoint between three and five competent contractors to each lot, with organisations able to apply for all lots. Lot 1 can suit competent general building or joinery contractors, while Lots 2 and 3 are aimed at specialist property-preservation and mould-remediation providers. The framework is intended to support responsive survey, treatment, reporting and remedial services for council properties.

The procurement has reached tender: Dundee City Council invited offers through an open procedure. The tender submission deadline was 5 October 2026 at 12:00 noon, with electronic submission required; bids must remain valid for 120 days. The contract period for each lot is 720 days, with two possible one-year renewal periods. The total estimated framework value is £5,200,000. This is a framework with up to 15 participants, and each lot will be awarded to the highest-scoring bidders. Price carries 60% of the evaluation. Quality assessment covers contract delivery, resourcing, stakeholder communication, customer care, continuous improvement, community benefits and Fair Work First, alongside pass/fail checks for specification compliance, cyber security, health and safety, risk assessments, sample reports, environmental requirements and 24-hour response capability. Community-benefit delivery is a contract requirement.

The opportunity suits contractors able to provide reliable property surveys, treatments, reports and remedial works, with sufficient resources to meet response and delivery targets. Lot 1 is accessible to competent general building or joinery businesses that can manage the complete works and bring in appropriately qualified specialists for regulated electrical, plumbing, gas or other tasks. Lot 2 requires specialist expertise in damp proofing, timber preservation, fungal decay, wood-boring insects, basement waterproofing and associated repairs, together with current Property Care Association membership, qualified surveyors and technicians, guarantees where applicable, and completion certification. Lot 3 requires proven mould-remediation experience, including ULV fogging, antimicrobial treatment, HEPA filtration and moisture assessment, plus PCA or approved equivalent membership and trained operatives. All bidders need relevant qualifications, suitable health-and-safety systems, risk assessments, method statements and an Equifax score of at least 35. Suppliers must also deliver 14 community-benefit outcomes and accept performance monitoring against service KPIs.

Dundee City Council is seeking to appoint a minimum of 3 and a maximum of 5 competent contractors for each lot within the framework. The lots for this framework are as follows- Lot 1 - Surface treatments for condensation, dampness and mould (excluding fogging) Lot 2 - Invasive treatments and investigation Lot 3 - Fogging Bidding organisations can apply for all lots within the framework but each lot will be awarded to the highest scoring bidder.

Lot Information

Lot 1 - Surface treatments for condensation, dampness and mould (excluding fodding)

The Contractor is not required to be a specialist timber-preservation company. Suitably competent general building or joinery contractors may tender, provided they can demonstrate the necessary competence, experience and resources to deliver the complete works in accordance with the specification. Where specialist treatment, surveying, electrical, plumbing, gas or other regulated work is required, the Contractor may use suitably competent and appropriately qualified employees or subcontractors. All treatment products, application methods, guarantees and supporting documentation must comply with the specification and be accepted by the Contract Administrator. Additional information: Dundee City Council is seeking to appoint a minimum of 3 and a maximum of 5 compete3nt contractors for each lot.

Renewal: 2 x 1 year periods

Lot 2 - Invasive treatments and investigation

This Lot is intended for specialist property preservation and invasive treatment contractors. Tenderers must be able to demonstrate specialist expertise in damp proofing, timber preservation, fungal decay treatment, wood-boring insect eradication, basement waterproofing and associated remedial works. The Principal Contractor must be a current member of the Property Care Association (PCA) and maintain membership for the duration of the Framework Agreement. The Contractor shall employ suitably qualified surveyors and technicians and be capable of providing surveys, specifications, treatment recommendations, insurance-backed guarantees (where applicable), and completion certification. Subcontracting of specialist preservation treatments will not be permitted unless expressly approved by the Contract Administrator. Renewal: 2 x 1 year periods

Mould Treatment Fogging

This Lot is reserved for specialist mould remediation and environmental treatment contractors. Tenderers shall be able to demonstrate proven experience in the diagnosis, treatment and remediation of mould contamination within domestic and public buildings, including the use of ULV fogging equipment, antimicrobial treatments, HEPA filtration systems and moisture assessment equipment. The Contractor must be a current member of the Property Care Association (PCA), or an equivalent industry body approved by the Contract Administrator and maintain that membership for the duration of the Framework Agreement. The Contractor shall employ suitably trained and competent operatives for mould remediation works and provide evidence of relevant training, health and safety procedures, risk assessments and method statements relating to fogging and biocidal treatments. The Contractor shall provide post-treatment inspection reports, certification of completed treatments and recommendations for any further remedial works required to prevent recurrence. Where biocides, antimicrobials or fungicidal products are used, these shall be approved for their intended purpose and applied strictly in accordance with manufacturers' instructions and all relevant legislation.
