Summary of the contracting process

The University of South Wales is seeking a supplier to provide sports kit and associated clothing for university students, academic staff and operational staff. The requirement covers supplying, branding, personalising and delivering the items, including sportswear, sports footwear and sports bags. Delivery is required across the United Kingdom. This is a goods contract for an organisation based in Pontypridd, with the supplier expected to manage the clothing and kit supply service as well as the associated branding and personalisation work. The requirement is suitable for businesses specialising in sportswear, teamwear, staff or educational clothing, branded garments, sports footwear and related accessories. It may also suit suppliers able to coordinate sourcing, customisation, fulfilment and delivery through one service.

The procurement has reached tender: the University invited offers through an open procedure. Enquiries had to be submitted by 5 October 2026 at 12:00, and offers by 8 October 2026 at 14:00. The expected award decision date was 2 November 2026. The estimated value is £400,000 excluding VAT, or £479,999.99 including VAT. The contract is due to run from 1 February 2027 to 31 January 2030, with an option to extend for up to two further one-year periods, potentially until 31 January 2032. The contract includes options to increase order volumes and add similar kit types, sizes or associated items. Evaluation is weighted 50% quality, 40% cost and 10% social value. Quality covers experience, proposed kit and service delivery, relationship management, business continuity and added value. Offers may be submitted electronically in English or Welsh.

This opportunity suits an SME or larger supplier with an established sportswear and sports footwear range, reliable access to sports bags and associated clothing, and the ability to deliver branded and personalised orders at university scale. Strong candidates will be able to demonstrate relevant experience, propose suitable kit, and provide dependable end-to-end service delivery. The evaluation also places significant emphasis on relationship management, so suppliers should be able to support an ongoing institutional customer and handle changing requirements. Business continuity capability is important, as is the capacity to increase order volumes if student or staff numbers rise. Suppliers able to introduce additional similar products during the contract, while maintaining consistent quality and fulfilment, are well placed. Social value contributes to the decision, creating scope for bidders with credible wider community or social commitments.
