Summary of the contracting process

Hull City Council is establishing a closed framework of suppliers to provide and install outdoor playground equipment and related public-realm products across Hull. The requirement covers catalogue playground equipment, complete playground projects, playground markings, benches and planters, safety surfacing, and park signage. It combines goods supply with installation, project delivery and, where relevant, repair and maintenance services. The intended contract period is 1 March 2027 to 28 February 2031, with award decisions scheduled by 19 January 2027. The estimated framework value is up to £800,000 per annum, with an overall estimated value of £3,200,000 excluding VAT, or £3,840,000 including VAT. Lot estimates excluding VAT are £400,000 for catalogue items, £2,400,000 for playground projects, £100,000 for markings, £80,000 for benches and planters, £180,000 for safety surfacing and £40,000 for signage. Quality carries 60% and price 40% in every lot. A 1% retrospective fee applies to invoices under the playground projects lot.

Suppliers must complete all required submission documents, as incomplete bids are eliminated.

Notice Description

Hull City Council (The Authority) is seeking tenders from interested organisations for the Outdoor Playground Equipment Framework. The Authority is developing a Framework which will consist of a range of Suppliers to provide and install Outdoor Playground Equipment. The tender is an open tender procedure consisting of one stage process. The contract is anticipated to commence 1st March 2027 ending by 28th February 2031. The Authority has estimated the value of the Framework to be approximately up to PS800,000.00 per annum. The estimated value is given in good faith to assist tenderers in making their submissions, it should not be interpreted as an undertaking to purchase any goods, services or works to any particular value by the Authority and does not form part of the Contract.
