Summary of the contracting process

The London Borough of Brent intends to procure a local-authority housing, revenues and benefits system, covering council tax and benefits administration and housing functions. This is software and information-system provision, intended to support the Council’s key line-of-business operations and improve the effectiveness and efficiency of managing these services. Delivery will be for Brent in London. The existing system contract began in April 2022 and supports housing, benefits and council tax services. The Council is using this exercise to understand the available supplier market, the range of solutions, and the market’s capacity to meet its future requirements. The procurement is a single package and is identified as suitable for small and medium-sized enterprises.

This procurement is at the planning stage: the Council has stated an intention to procure but this is not an invitation to tender or a request for formal expressions of interest. The Council expects the future contract to start on 1 April 2027 and run to 31 March 2030, with a possible extension to 31 March 2031; these plans may change. The estimated value is £1.2 million excluding VAT, or £1.44 million including VAT. The Council currently expects to publish the tender on 22 January 2027. Planned market engagement responses are due by 1pm on 5 October 2026, using the specified council tax and benefits and housing-system response documents. Selected responders may be invited to present online between 26 October and 6 November 2026.

This will suit suppliers of integrated local-authority software, particularly organisations able to provide housing management, council tax and benefits systems in a single operational environment. Relevant capability includes configuring and supporting systems for complex public-sector processes, maintaining reliable data and integrations, and helping councils administer housing functions, revenues and benefits efficiently. Suppliers should be prepared to explain the breadth of their available solutions, implementation approach, service capability and capacity to support a council of Brent’s scale. The Council is seeking market intelligence to refine its requirements and future procurement strategy, so established providers and capable smaller businesses with specialist local-government systems may find the engagement useful preparation for the later competition. Presentation capability may also be relevant for selected market-engagement respondents.

The Council seeks to gain a more detailed understanding of the supplier market and range of solutions that may be available. This market engagement will help to clarify its requirements, assesses the market's capacity and develops our future procurement strategy. This market engagement exercise is not an invitation to tender or a request for formal expressions of interest. This request is for information only. Suppliers will not be prejudiced in any future procurement processes by either responding or not responding to this market engagement exercise. Please note the envisaged tender publication date, estimated contract duration and contract value is likely to change and therefore not guaranteed.
