Summary of the contracting process

Caerphilly County Borough Council is preparing to procure process serving services. The service will support statutory and court proceedings, particularly Public Law Outline matters and care proceedings. Providers will need to serve documents promptly and produce evidence of service that meets court requirements. The work also involves safeguarding, information governance and legal compliance. The council is seeking to understand available service capabilities, delivery models and potential innovations before starting a formal procurement. This is a legal services requirement for the council and is intended to support time-critical activity connected with public law and care cases. The future service will be delivered for Caerphilly County Borough Council, with the detailed service specification to be set out when the formal procurement is launched.

This procurement is at the planning and preliminary market engagement stage; it is not yet an invitation to tender. Providers interested in contributing to the engagement are asked to email the council’s procurement inbox by 16:00 on 22 September 2026. The council may hold a supplier engagement event for interested providers. The engagement milestone is scheduled to conclude on 2 October 2026, with a future notice currently expected on 7 October 2026. The council intends the contract to start on 1 December 2026 for four years, with an option to extend by up to two further years. The estimated value is £50,000 excluding VAT, or £60,000 including VAT. The requirement is a below-threshold light-touch services procurement and is planned as one lot.

This will suit specialist process serving providers able to support public-sector legal and safeguarding work, including service of documents connected with court and Public Law Outline proceedings. Businesses should be prepared to demonstrate reliable, time-critical delivery and the ability to produce court-compliant evidence that can withstand scrutiny in statutory or care proceedings. Strong information governance, safeguarding arrangements and understanding of relevant legal requirements are likely to be important when the formal specification is issued. The council is actively seeking views on current market capability, alternative delivery models and emerging innovations, so experienced providers can help shape the future requirement during engagement. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, making it relevant to smaller specialist firms as well as larger legal support providers.
