Summary of the contracting process

Carmarthenshire County Council is exploring a care rostering, scheduling and workforce management system for its Residential and Domiciliary Care Services in Carmarthenshire. The requirement is for software and related implementation or delivery models supporting domiciliary care scheduling and visit management, residential care rostering, workforce resource teams and shared staffing, and mobile working for frontline staff. The Council is also interested in integration with care management, HR, payroll, finance and identity management systems. This process is at early market engagement and planning stage, rather than an invitation to tender. The Council expects suppliers to register interest by 22 September 2026 for demonstration sessions planned for October 2026. It intends to issue a high-level requirements document and may ask suppliers to demonstrate relevant functionality. An indicative next notice date is 1 September 2027, with a possible contract period from 1 July 2028 to 30 June 2032. The estimated value is £600,000 excluding VAT, or £720,000 including VAT. There is one planned lot, and the procurement is marked as suitable for SMEs. Participation is intended to inform future planning and does not commit the Council to a procurement or contract award.

This engagement will suit suppliers of care-sector rostering, scheduling or workforce management platforms, including established software providers, specialist care technology firms and SMEs able to provide configurable systems and delivery support. The Council currently utilises a rostering and scheduling solution across its Residential and Domiciliary Care Services and wishes to engage with suppliers to understand available products, functionality, market developments and delivery models that may support future service requirements. This exercise is intended to inform future planning and does not represent a commitment to undertake a procurement process.
