The maximum value is £825,000 excluding VAT, or £990,000 including VAT, capped at £11,000 excluding VAT per trainee. Evaluation is weighted 60% technical quality, 10% social value and 30% commercial cost.

Notice Description

NHS England (NHSE) are commencing a tender process to identify a supplier who has the capability, capacity and the expert knowledge to design and deliver a high quality postgraduate education programme for a new Engineering and Estates management specialism, commencing from academic year 2027/28. This opportunity forms a core academic component of a nationally coordinated graduate training pathway and will support cohorts of NHS employed graduates undertaking structured rotational placements across healthcare systems in England. The education provision is expected to align with a Level 7 postgraduate qualification (PGDip or Master's) in Building Services Engineering, directly applicable to NHS operational and safety critical environments. The Supplier will be responsible for delivering an accredited Level 7 Building Services Engineering or equivalent programme that supports the wider GMTS pathway and shall provide the academic education provision required to support GMTS EEM trainees through a Level 7 programme. This shall include programme delivery, learner enrolment, assessment, learner support, academic administration, progress reporting, timetable planning, quality assurance and participation in contract management arrangements. The maximum financial envelope for this procurement exercise is PS825,000.00 exclusive of Vat (Capped per Trainee of up to PS11,000 ex Vat) . The duration of contract will be for fifty (50) months with an optional zero value extension of four (4) months subject to review and approval. The deadline for completed ITT submissions will be 8th October 2026 at 12:00noon (midday).
