Summary of the contracting process

NHS Central East Integrated Care Board is developing a WorkWell Initiative Service for the Central East Integrated Care Board area, covering Bedfordshire, Luton and Milton Keynes, and Hertfordshire. The requirement is a service-led information technology solution involving software and information systems, medical software, and related IT consulting, software development, internet and support services. The planned service is intended to support the WorkWell initiative across these areas. It is classified as a service procurement and is subject to the light-touch regime. The buying organisation is NHS Central East Integrated Care Board, a public sector healthcare body. The requirement is arranged as a single planned lot, covering the full service scope across the stated geography.

This procurement is at the planning stage: the buyer is testing its assumptions and proposed service requirements through preliminary market engagement, rather than inviting tenders. Interested organisations are expected to review the draft service specification and supporting documents and provide feedback using the market engagement questionnaire. The buyer’s indicative date for returning feedback is 12 noon on 1 October 2026. The buyer expects the next notice to be published by 5 October 2026. The planned contract period is 1 April 2027 to 31 March 2029. The estimated value is £2,743,184 excluding VAT, or £3,291,820 including VAT. The procurement is above the relevant threshold and will use the light-touch regime.

This planning exercise is relevant to suppliers that can provide medical or health-related software and the supporting IT services needed to develop, implement and operate it. Suitable businesses may include software providers, health technology specialists, IT consultancies, software developers, systems integrators and managed support providers with experience of delivering information systems in healthcare or public service settings. The requirement could suit both small and medium-sized enterprises and voluntary, community or social enterprises. Suppliers able to combine technical delivery with reliable ongoing support across Bedfordshire, Luton and Milton Keynes, and Hertfordshire, should consider contributing informed feedback during the engagement phase. Early involvement would allow capable organisations to comment on the draft service specification and prepare for the later procurement.
