Summary of the contracting process

Worcestershire County Council’s Public Health Team is exploring research services to assess the extent of gambling-related harm across Worcestershire and identify how that harm could be reduced or prevented. The anticipated work would support development of a gambling needs assessment, drawing on evidence from health services, local authority services and voluntary, community and social enterprise services. It falls within social research, health and social work services, and wider research services. Delivery is intended to cover Worcestershire. The council is particularly interested in organisations with experience of researching gambling-related harms and working with statutory and voluntary-sector services. It has specifically invited feedback from VCSE organisations, SMEs and providers based in Worcestershire, indicating that the eventual requirement may be accessible to smaller and locally based suppliers.

This procurement is at the planning stage and is currently a market-engagement and request-for-information exercise, not an invitation to tender. Worcestershire County Council expects interested organisations to provide feedback through an online survey, with engagement scheduled to run from 10 September to 23 September 2026; the council expects responses by 23 September 2026. The council has not set out a procurement procedure, tender method, contract value or budget at this stage. One planned lot covers the research requirement, with an anticipated period running from 10 September to 23 September 2026. These dates relate to the current engagement activity and planning record rather than a bid deadline for a future contract. Feedback will help shape the potential gambling-needs-assessment requirement before it reaches the market.

This early engagement is most relevant to research consultancies, public-health researchers, universities, specialist gambling-harm organisations, VCSE providers and SMEs able to investigate health and social issues. The council is looking for evidence of experience conducting research with health services, local authorities, voluntary and community organisations, and wider statutory services. Suppliers with knowledge of gambling-related harm, needs assessments, prevention or treatment pathways should be well placed to contribute. Experience bringing together qualitative and quantitative evidence, engaging service providers and communities, and turning findings into practical recommendations would be useful preparation for a later requirement. Worcestershire-based organisations are expressly encouraged to participate, although the stated interest also extends to capable providers elsewhere with relevant research and partnership experience. The immediate value is an opportunity to influence the shape of the future specification, rather than to bid for work now.

Notice Description

*This notice is for market engagement and request for information only* Worcestershire County Council's Public Health Team wishes to understand the extent of gambling harm across Worcestershire and how harm could be reduced or prevented. We would like to hear from organisations who have experience of conducting research with health, local authority and VCS services, to support the development of a gambling needs assessment. In November 2024, the UK Government confirmed a new statutory levy on gambling operators, introduced in April 2025. The levy provides increased, independent and sustainable funding for the research, prevention and treatment of gambling-related harms across Great Britain. We would like feedback from providers who have experience in conducting research with VCS and statutory organisations and services. We are keen to hear from VCSEs, SMEs and those based in Worcestershire.
