Summary of the contracting process

Hedge End Town Council is seeking a principal contractor for the refurbishment of Drummond Community Centre, a single-storey community facility serving Grange Park and the wider Hedge End area. The works are intended to improve and maintain the building internally and externally while respecting its surrounding area and community use. The scope covers building decoration, exterior cleaning and general repair and maintenance. The existing centre was built in 1990 and has a brick base, aluminium pitched roof, full-height roof beams, roof skylights replaced in 2022 and LED lighting in the main hall installed in 2023. Delivery is in the Hedge End area of Southampton. This is a works contract for one principal contractor to manage the collective refurbishment activities.

The procurement reached tender: the council invited offers through an open procedure. The enquiry deadline was 15 October 2026 at 23:59, and tenders were due by 19 October 2026 at noon. Bids could be submitted in English by sealed envelope or email, with the envelope marked for the Drummond Community Centre tender. The contract is scheduled to run from 21 December 2026 to 30 September 2027. Its estimated value is £120,000 excluding VAT (£144,000 including VAT). The council expected to complete the award process by 1 December 2026. There is one lot, covering the full refurbishment, with no division because a principal contractor is required to manage the collective works. Evaluation is based on price 50%, quality 40% and locality 10%.

This opportunity suits established building and refurbishment contractors able to act as principal contractor and coordinate several related workstreams under one delivery plan. Relevant capabilities include internal decoration, external cleaning, general building repairs and maintenance, and the management of sympathetic improvement works in a public community building. Contractors should be able to work around an existing single-storey facility and take account of its brick construction, aluminium pitched roof, roof beams, skylights and recently upgraded LED lighting. The quality weighting means the proposed approach, workmanship and management arrangements are commercially important alongside price. A local presence or demonstrable ability to deliver effectively in the Hedge End area may strengthen a bid because locality carries a separate evaluation weighting. A site visit was arranged for 29 September 2026.
