Summary of the contracting process

FCDO Services is procuring specialist explosive ordnance disposal (EOD) services for Sennelager Training Area in Germany. The requirement covers military defence and fire and explosion protection services, including identifying, assessing, safely handling and disposing of unexploded ordnance (UXO), including legacy munitions from the Second World War and later periods. The supplier will reduce UXO risks to As Low As Reasonably Practicable, enable training to continue safely, protect the public and support the Ministry of Defence’s reputation. Detailed service outputs, operational constraints and reporting requirements are set out in the statement of requirement. This is a services procurement in the defence and security sector, with the work delivered across the training area.

The procurement has reached tender: FCDO Services invited offers through a selective competitive flexible procedure using all relevant framework members, followed by an invitation to tender, evaluation, intention to award and a voluntary standstill. Expressions of interest were due by 29 September 2026 at 12:00 BST, and enquiries closed on 18 September 2026 at 12:00 BST. The contract is planned to run from 23 November 2026 to 23 November 2029, with renewal options described as 1+1+1 and a maximum extent date of 18 November 2032. Its estimated value is £375,000 excluding VAT, or £450,000 including VAT. Evaluation is weighted 70% technical quality, 10% social value and 20% total cost of ownership.

This opportunity suits an accredited EOD organisation with established capability in UXO identification, threat assessment, safe handling and disposal across a military training environment. Bidders need personnel qualified to recognised EOD standards appropriate to the ordnance category and threat profile encountered; CMD-qualified personnel alone do not meet the requirement. Strong candidates will therefore have relevant military or defence-sector experience, the technical competence and operational capacity to manage legacy munitions, and robust safety, risk-control and reporting arrangements. The requirement is marked as suitable for small and medium-sized enterprises. Suppliers must be able to deliver work in Germany and demonstrate the economic and technical qualifications required for the relevant framework and tender process.
