Summary of the contracting process

Public Health Wales is procuring fire-stopping works at its Llys Castan site, Unit 10, Llys Castan, Parc Menai, Bangor, LL57 4FH. The requirement is to carry out remedial repairs to all fire doors at the site, addressing remedial works identified in a report prepared by a third-party contractor. This is a works contract covering the installation of fire-protection equipment and associated mechanical installations. Public Health Wales will enter into the agreement, with NHS Wales Shared Services Partnership Procurement Services, hosted by Velindre University NHS Trust, managing the procurement, assisting with bid evaluation and preparing the contract pack for the successful supplier. The requirement is for one supplier to deliver the works at the Bangor site.

The procurement has reached tender: Public Health Wales invited offers through an open procedure under the Procurement Act 2023, for a below-threshold open competition and a sole-supplier agreement. The estimated value is £87,000 excluding VAT, or £104,400 including VAT. Enquiries close at 12:00 on 21 September 2026, and tenders must be submitted by 12:00 on 22 September 2026. Electronic submission is allowed through the designated e-tendering portal. The contract is scheduled to run from 12 October 2026 to 31 March 2027. The award decision will be based on total cost for all works, weighted at 60%, and quality, weighted at 40%. A site visit must be completed before submitting a tender.

This opportunity suits a supplier able to inspect a healthcare-related public site and carry out remedial repairs to fire doors in line with the detailed specification and the findings of the third-party remedial report. The successful business will need the practical capability to deliver fire-stopping and associated mechanical installation works, coordinate activity at the Llys Castan premises and complete the required repairs within the contract period. A site visit is a condition of submitting an offer, so bidders need to arrange and undertake that inspection before preparing their tender. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, making it relevant to smaller specialist fire-protection, fire-door or building-services contractors as well as larger firms with the required delivery capacity.
