Summary of the contracting process

Dundee City Council is procuring a service and maintenance contract for medical baths and lifting equipment, including electrically and manually operated equipment. The work covers annual thorough inspections, LOLER examinations, routine servicing, written reports, certification, minor repairs and urgent repairs ordered during the contract. Suppliers must work in line with applicable British and European Standards and statutory requirements. The equipment is located in various Dundee City Council properties, with delivery in Dundee. This is a specialist medical equipment maintenance service, also covering associated lifting machinery and healthcare equipment. The procurement is classified as repair and maintenance services for medical equipment, with related requirements for healthcare lifting equipment and machinery.

The procurement has reached tender: Dundee City Council invited offers through an open procedure, with electronic submission required. The tender closing deadline is 9 October 2026 at 12:00 BST, when bids are also due to be opened. The initial contract period is three years, with an option for two further two-year extensions, giving a possible total duration of seven years. Bids must remain valid until 8 January 2027. Evaluation includes price, weighted at 40%, and quality criteria covering staffing, development, customer care, documentation and timescales, disruption, emergency call-outs, programme of works, Fair Work First and community benefits. Pass/fail checks cover specification compliance, health and safety, risk management, resourcing, environment and fair tax. Two community benefits are required over the contract lifetime.

This opportunity suits specialist healthcare equipment maintenance contractors with experience inspecting, testing, certifying, servicing and repairing medical baths and lifting equipment. The successful supplier must provide suitably qualified staff, and bidders must submit staff names and qualifications. Membership of the British Healthcare Trade Association is required, unless the supplier belongs to an equivalent body approved by Dundee City Council. Suppliers need the capacity to manage planned programmes, routine servicing, written reporting and certification alongside minor and urgent repairs, including emergency call-outs. They must demonstrate robust health and safety, risk management, environmental practice, customer care and disruption planning. Financial strength is also important: bidders generally need an Equifax score of at least 35, with alternative evidence routes for newer businesses or those without a score.
