Summary of the contracting process

Carmarthenshire County Council intends to establish a framework for grounds maintenance, specialist countryside and arboricultural works across Carmarthenshire. The anticipated scope covers specialist countryside works, grounds maintenance and landscaping, arboricultural services, ecological consultancy, environmental management and improvement, tree clearance, planting, fencing and related infrastructure such as footbridges. The arrangement may also involve trees, nursery products, agricultural supplies and construction materials. This is primarily a works procurement with associated services, intended for delivery throughout the county. The Council has identified one planned lot, but its final structure and the precise works and services have not yet been confirmed. The framework is intended to support a range of land, landscape, countryside, forestry, environmental and tree-related requirements for the Council.

This procurement is at the planning and pre-tender market engagement stage; it is an intention to procure, not an invitation to tender. The Council expects to use a framework agreement and currently anticipates publishing the next notice by 30 November 2026. It has scheduled a pre-tender market engagement event at Llanelli Town Hall on 12 October 2026, starting at 10.00am with registration from 9.30am, to explain the proposed framework and gather supplier input. Attendance is limited to one representative per organisation and requires registration. The current estimated value is £2.5 million excluding VAT, or £3 million including VAT. The planned contract period is 1 March 2027 to 28 February 2030, with a possible extension to 28 February 2031. The framework is currently planned as one lot, suitable for SMEs, with renewal possible.

The planned framework should suit contractors and consultancies with practical capability in grounds maintenance, landscaping, countryside and environmental improvement, arboriculture, tree surgery or clearance, ecological advice, planting, fencing and small rural infrastructure works. It may be relevant to businesses able to combine several of these disciplines or to specialist firms that could participate in the eventual lot structure. Likely useful preparation includes demonstrating operational capacity for work across Carmarthenshire, competent teams for outdoor and land-based work, and experience delivering grounds, tree, countryside or ecological services safely and reliably. Suppliers can use the market engagement event to understand the Council’s emerging requirements, proposed framework model and anticipated tender process, and to raise questions before the framework is advertised. Business Wales representatives are expected to provide guidance on tendering and public-sector support.

The Council is inviting interested suppliers to attend a Pre-Tender Market Engagement Event on 12/10/2026 at Llanelli Town Hall. This event will provide prospective contractors with an opportunity to gain an early understanding of the Council’s requirements, the proposed framework structure, and the anticipated procurement and tendering process. Council officers will present an overview of the proposed arrangement and will be available to answer questions relating to the framework and forthcoming tender opportunity. Representatives from Business Wales will also be in attendance to provide information on the support and services available to businesses, including guidance on tendering for public sector contracts.
