Summary of the contracting process

The Community Housing Group Ltd is procuring insurance and related services for its UK operations. The requirement covers property, legal liability and other general non-life risks, including property damage and business interruption, employers’, public, products and property owners’ liability, office and business combined cover, money, all risks, computer, contract works, group personal accident, professional indemnity, crime and employment practices liability. Insurance brokers, insurers, risk carriers and specialist insurance service providers may therefore find relevant opportunities, including for individual risk classes. Delivery is across the United Kingdom.

The procurement has reached tender: the buyer invited offers through a selective, competitive flexible procedure. It comprises a conditions-of-participation stage followed by three tendering stages, with suppliers potentially shortlisted at each round. Expressions of interest and enquiries were due by 6 October 2026 at 23:59. The anticipated award date is 9 March 2027. Contracts are scheduled to run from 27 March 2027 to 26 March 2030, with options to extend by up to two further years. The overall estimated value is £3,475,000 excluding VAT, or £3,487,000 including VAT. Lot values range from £0 for non-Pool Re terrorism or political violence cover to £2,790,000 for general insurance. Cost and quality each carry 50% of the evaluation weighting. This opportunity suits established insurance brokers, insurers and specialist risk providers able to offer suitable insurers, risk carriers or cover options across one or more insurance classes. The authority may appoint one or more providers and permits a supplier to bid for up to six lots. Brokers can place risks with different insurers, but must provide full details of the proposed carriers. Insurers must normally hold a minimum A- financial strength rating from Standard & Poor’s or AM Best, or an equivalent rating from an independent, reputable credit-rating agency approved by the bidder’s market security committee. Providers need financial capacity to deliver the programme, skilled teams covering relationship management, claims, broking or underwriting and risk management, and the ability to deliver consistently high-quality service, including through third parties.

Community Housing Group are looking to appoint one or more providers to deliver their Insurance and related services for Property, legal liability and other general (non-life) insurable risks. The programme will require Insurance and related services for risks that may include but not be limited to: property damage and business interruption, employers, public, products and property owners liability, business combined/office, money, all risks, computer, contract works, group personal accident and employment practices liability. This list is to be decided at the sole discretion of Community Housing Group. Suppliers will be required to have the financial ability to deliver the programme, including Insurers with a minimum rating of 'A-' from standard and poor, 'A-' from AM Best, or an equivalent rating by an independent and reputable credit rating agency and approved by the bidder's market security committee. In the case of any rating less than A-, the contracting authority will evaluate and accept the nominated insurer(s) at its sole discretion, subject to disclosure and acceptance prior to the ITT bid deadline of the bidder's market security committee's latest report, including written recommendation from the bidder's market security committee.
