Summary of the contracting process

The Scottish Prison Service is preparing to appoint a contractor to design and build modular prison-cell accommodation at HMP Castle Huntly, Longforgan, Dundee. The requirement is a full turnkey solution covering all services needed to deliver the accommodation, rather than the supply of prefabricated units alone. The work is categorised as construction of prefabricated buildings and is intended for a prison environment. HMP Castle Huntly is the delivery site. The Scottish Prison Service is the buying organisation and is acting through the Government Commercial Agency’s Offsite Construction Solutions framework, specifically its Justice (3D Turnkey Solutions) arrangement. Suppliers should therefore be able to provide, or coordinate, the complete design-and-build service for modular custodial accommodation at this site.

This procurement is at the planning and discovery stage: the Scottish Prison Service has stated its intention to procure but has not issued an invitation to tender. It expects to use the Government Commercial Agency Offsite Construction Solutions framework, Lot 4.1 for Justice (3D Turnkey Solutions), as its route to market. The process is planned as a framework-based call-off or competition involving the named contractors on that lot. An expression of interest has been issued through the procurement portal to those framework contractors. The buyer’s indicative date for the next notice is 2 November 2026. The procurement is covered by the Government Procurement Agreement. The information sets out one planned lot for the modular accommodation requirement.

This will suit contractors already appointed to Lot 4.1, Justice (3D Turnkey Solutions) of the Government Commercial Agency Offsite Construction Solutions framework. The requirement is particularly relevant to businesses that can deliver a complete turnkey design-and-build service for modular accommodation, including the services needed to take a prison-cell project from design through delivery. It may also suit framework contractors with established delivery teams and the ability to coordinate construction, specialist design and associated services within a live custodial setting. Businesses outside the named framework contractor group should treat this as preparation intelligence rather than a current route to compete. Eligible framework contractors can use the discovery phase and expression-of-interest activity to assess their fit for the HMP Castle Huntly requirement and prepare for the expected procurement.
