Summary of the contracting process

Wychavon District Council is seeking a contractor to supply, deliver and install carpets and associated flooring materials in accommodation allocated to homeless households across the Wychavon district. The service is intended to be responsive and flexible, supporting move-on accommodation as properties are prepared for occupation. Typical requirements cover living rooms and selected bedrooms, depending on household size: single-person properties generally include one bedroom, while larger homes include children’s bedrooms in addition to the living room. This is a goods procurement for carpeting and related flooring work, with the contractor responsible for supplying materials and completing installation. The council is the buying organisation and the work will be carried out at properties within its district.

The process has reached tender: the council invited offers through a below-threshold open competition, with electronic submission permitted through the Proactis Pro-Contract portal. Enquiries had to be submitted by 25 September 2026 at 12:00, and tender responses were due by 9 October 2026 at 12:00. The initial contract period is 9 November 2026 to 8 November 2027, with a council-held option to extend for a further 12 months, to a maximum end date of 8 November 2028. The estimated value is £150,000 excluding VAT, or £180,000 including VAT, for the single lot and maximum 24-month term. Evaluation is 60% quality and 40% price. Quality covers service delivery and mobilisation, customer care, relevant experience and environmental sustainability. Selection is pass/fail through a suitability questionnaire, including references and required insurance.

This opportunity suits a flooring or carpet contractor able to manage supply, delivery and installation across multiple residential properties, while responding flexibly to individual referrals and changing household requirements. Bidders should be able to demonstrate relevant experience through suitable references and meet the specified insurance requirements. Strong candidates will have reliable operational capacity for recurring domestic flooring work, effective mobilisation and customer-care arrangements, and the ability to coordinate access and installation in accommodation allocated to homeless households. The evaluation also rewards environmental sustainability, so businesses with credible approaches to responsible material selection, waste reduction and environmentally considerate delivery may be well placed. Contractors must be comfortable pricing flooring requirements by square metre and delivering consistent service across different property sizes.
